Afcons Infrastructure Limited, the flagship engineering and construction arm of the Shapoorji Pallonji Group, has officially received environmental clearance for the Raghavpur Multipurpose Project in the Dindori district of Madhya Pradesh, marking a significant milestone in the development of integrated infrastructure for water and energy.
This regulatory approval was granted by the State Environment Impact Assessment Authority (SEIAA), Madhya Pradesh, clearing the path for immediate commencement of construction activities. The clearance is pivotal, as it affirms compliance with environmental norms, a prerequisite for projects involving large-scale land and water usage.
The project, awarded by the Narmada Valley Development Authority, involves the construction of a dam and a 25 MW powerhouse on the Narmada River. Additionally, it features a pressurized pipeline irrigation system, aimed at delivering water for micro-irrigation directly to farmers' fields, covering a vast irrigable command area of 17,587 hectares.
This multipurpose project is designed to serve dual objectives — enhancing agricultural productivity through efficient irrigation systems and contributing to the generation of clean hydroelectric power, aligning with the government's focus on sustainable and resilient rural infrastructure.
Speaking on the occasion, Mr. Satish Paretkar, Director, Hydro & Underground, Water Supply at Afcons, expressed pride over the project’s alignment with Afcons' vision of nation-building and sustainability. “This project is a testament to our commitment to sustainable infrastructure development. By integrating hydropower generation with a modern irrigation network, the project will benefit both agriculture and the environment, contributing to clean energy generation and better livelihoods,” he stated.
Mr. KNM Rao, Business Unit Head for Hydro and Underground at Afcons, emphasized the company’s strategic deployment of senior management to ensure smooth execution. Mr. R.K. Singh and Mr. Arumugam Sabapathy have been assigned to oversee the execution and ensure timely delivery while maintaining the highest standards of engineering and environmental compliance.
Mr. R.K. Singh, Project Director for the initiative, shared that Afcons’ responsibilities included the preparation of land acquisition and Rehabilitation & Resettlement (R&R) documentation, pursuing the final project award, and securing statutory approvals, such as those related to forests and environment, from both state and central government departments.
This project highlights Afcons’ capability in managing technologically intensive EPC (Engineering, Procurement, and Construction) projects. The company’s track record in this segment is internationally recognized. As per the ENR (Engineering News-Record) survey, Afcons ranks among the Top 140 International Contractors, standing at 12th in the Bridges category and 14th in Marine & Ports infrastructure globally.
The Raghavpur Multipurpose Project is set to bring considerable improvements in irrigation availability and agricultural yields in the region, while also playing a crucial role in reducing carbon footprints through renewable hydroelectric energy. Furthermore, the micro-irrigation model will allow water savings and improved crop planning for farmers, which is critical in an era marked by water scarcity and unpredictable rainfall patterns.
Beyond engineering and construction, Afcons’ involvement includes community engagement and sustainability initiatives, particularly in the rehabilitation of displaced families and development of local amenities. This holistic approach to project execution positions Afcons not just as a contractor but as a development partner to the government and local stakeholders.
The successful commencement of this project post-clearance signifies the company's readiness to deliver infrastructure that is not only large in scale but also balanced in terms of environmental and societal impact. With this development, Afcons is expected to bolster its project portfolio in central India, particularly in sectors involving water management, renewable energy, and large-scale public infrastructure.
The environmental clearance marks the beginning of a multi-year engagement that will see significant employment generation, technology deployment, and socio-economic upliftment in the Dindori region and beyond. The project is also expected to catalyse ancillary developments in logistics, materials, and service sectors around the construction area.
In conclusion, the green signal from SEIAA for the Raghavpur Multipurpose Project not only boosts Afcons’ infrastructure credentials but also affirms its commitment to responsible construction practices and nation-building objectives. The convergence of hydropower, irrigation, and environmental stewardship in a single initiative sets a benchmark for similar projects across India.
