Assam Chief Minister Himanta Biswa Sarma on Saturday lauded the state’s law enforcement agencies and its people as Assam remained largely peaceful despite isolated protests against the controversial Waqf (Amendment) Act, 2025. His statement came during the ongoing Bohag Bihu festivities, one of the most significant cultural celebrations in the state.
In a social media post on X (formerly Twitter), Sarma emphasized the communal harmony and strong administrative coordination across Assam. “Despite having nearly 40% Muslim population, Assam has remained peaceful today except for isolated protests in three places involving not more than 150 participants each against the Waqf Amendment Act,” the Chief Minister stated.
Praise for Assam Police
Sarma attributed the peaceful atmosphere to effective policing, remarking, “My compliments to Assam Police for their extensive groundwork that helped maintain calm and order.” He highlighted how their proactive planning and presence on the ground helped mitigate any chances of widespread unrest.
He further acknowledged the public’s cooperative spirit, saying that the people of Assam, regardless of caste, creed, or religion, have shown remarkable unity as the state prepares to celebrate Bohag Bihu with joy and enthusiasm. This sentiment comes at a time when several parts of India have witnessed intense reactions to the newly passed Waqf-related legislation.
Bohag Bihu Brings Unity Amid Tensions
The celebratory mood in Assam stands in contrast to the political tensions surrounding the Waqf (Amendment) Act. Streets in Guwahati and other districts were lit up with cultural activities, dance, music, and festive decorations as people came together to usher in the Assamese New Year.
Bohag Bihu, also known as Rongali Bihu, is observed in mid-April and marks the beginning of the harvesting season. The week-long festivities are deeply rooted in Assam’s heritage and are celebrated by all communities, symbolizing hope, prosperity, and unity.
Despite the national backdrop of growing concerns over the new Waqf legislation, the atmosphere in Assam has remained notably calm. This was made possible due to the combined efforts of civil society and law enforcement, ensuring that celebratory traditions were not disrupted.
Backdrop: Protests and Passage of the Waqf (Amendment) Act
The Waqf (Amendment) Act, 2025 was passed during the Budget Session of Parliament and received the President’s assent on April 5. The Act was passed in the Lok Sabha with 288 votes in favor and 232 against, and later in the Rajya Sabha, it received 128 votes in support while 95 members opposed it.
The Act seeks to bring a series of reforms in the management of waqf properties, which are endowments made by Muslims for religious or charitable purposes. Key provisions of the Act include:
-
Streamlining the registration and survey of waqf properties.
-
Introducing greater accountability in waqf board operations.
-
Allowing for digitization and public access to waqf property records.
-
Providing legal empowerment to stakeholders, especially in cases of encroachment or mismanagement.
Opposition to the Waqf (Amendment) Act
Despite the government's emphasis on transparency and reform, the Act has received sharp criticism from several Muslim organizations and opposition leaders. Critics argue that the amendments may infringe upon religious autonomy, and give the government overreaching authority over religious assets.
Protests have emerged across various parts of Uttar Pradesh, Maharashtra, Kerala, and Delhi, where demonstrators have expressed concern over what they perceive as interference in religious affairs.
However, Assam’s case stands out for its relative calm. CM Sarma's remarks underline that even with a significant Muslim population, the state did not witness any major disturbances. This has further strengthened the narrative of Assam as a model of communal harmony, especially during politically sensitive periods.
Social Media Response and Public Sentiment
Sarma’s post garnered widespread attention on social media. Supporters praised the Chief Minister’s leadership and the efforts of Assam Police. Many also commended the people of Assam for choosing celebration over confrontation.
One user commented, “Bohag Bihu is a time of unity and tradition. Grateful that Assam is showing the country how peace and celebration can coexist even during tense times.”
Another post read, “Kudos to Assam Police. This shows what proactive governance can achieve. Other states must learn from this approach.”
Looking Ahead
With Bohag Bihu celebrations continuing through the week, the Assam government has announced additional security measures, especially in urban areas and locations where mass gatherings are expected. While no fresh protests have been reported as of Saturday morning, the administration remains vigilant.
Meanwhile, the Ministry of Minority Affairs has indicated that state Waqf Boards will soon receive updated guidelines for implementing the amendments. Officials are also planning awareness campaigns to clarify provisions and counter misinformation.
Assam’s experience could serve as a case study for conflict prevention during controversial legislative changes, emphasizing the importance of community engagement, cultural harmony, and robust policing.
