In a significant organisational reshuffle, the Aam Aadmi Party (AAP) has appointed senior leader and former Delhi Minister Atishi as the new Goa state in-charge (Prabhari). The move was announced on Friday, July 25, 2025, through the party’s official social media platforms and comes at a time when AAP finds itself locked in an escalating war of words with the ruling Bharatiya Janata Party (BJP) at the Centre.
Atishi replaces Pankaj Gupta, who reportedly stepped down due to health concerns. Her appointment reflects not only AAP’s renewed commitment to expanding its national footprint but also its intent to intensify political engagement in a region that has recently shown signs of shifting loyalties.

She claimed that the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) are being used to conduct raids and reopen cases against AAP leaders, none of which, she asserted, have yielded any evidence of wrongdoing.
Atishi referenced recent Supreme Court remarks, wherein these central agencies were described as “caged parrots”, to bolster her argument that these institutions are being politically manipulated. “Despite years of investigations and raids, the BJP has not been able to prove a single allegation against AAP leaders,” she said.
Gujarat Bypoll Backlash?
One of the focal points of Atishi’s criticism was the Visavadar by-election in Gujarat. According to her, AAP’s victory was achieved despite “massive misuse” of administrative resources by the ruling BJP. She alleged that the BJP resorted to threats, bribery, and the illegal distribution of alcohol (in violation of Gujarat’s status as a dry state) to tilt the elections in their favour.
“Why are ED and CBI cases being reopened now? It’s clearly not a coincidence,” she said, suggesting that the BJP’s actions were in direct retaliation to their bypoll defeat.
Atishi Slams BJP’s Strategy
In a hard-hitting statement, Atishi said, “The cycle of fake cases has resumed. Despite clear judicial criticism, the BJP continues to use investigative agencies as political weapons. This is not democracy; it’s dictatorship masked as governance.”
She insisted that the BJP, unable to halt AAP’s rise through democratic means, is now resorting to intimidation and harassment.
Implications for Goa Politics
With Atishi at the helm in Goa, the AAP may recalibrate its political strategy in the state. Although the party has had limited success in past elections in Goa, her appointment hints at a more aggressive political push, especially in areas where voter dissatisfaction with the current regime is simmering.
Atishi’s experience in election strategy, education reform, and administrative governance could be valuable assets as AAP looks to strengthen its grassroots presence and recruit credible local faces.
Political analysts believe this move could reinvigorate AAP’s cadre base in Goa, potentially offering an alternative to the traditional Congress-BJP rivalry that has long dominated the coastal state’s politics.

Beyond Goa, Atishi’s new role fits within a larger national plan for AAP, which is increasingly positioning itself as a serious challenger to the BJP and Congress in multiple states. From Delhi and Punjab to Gujarat and Goa, AAP is capitalising on governance credentials and anti-corruption narratives to build electoral momentum.
The party has also focused on youth-centric policies, education reforms, healthcare improvements, and transparency in public administration—areas where Atishi herself has played a prominent role during her time in the Delhi government.
