Deputy Chief Minister and Bengaluru Urban In-Charge Minister DK Shivakumar recently hinted at the possibility of extending operating hours for standalone pubs while responding to the question raised by Reddy in the legislative council. He acknowledged that the current 11:30 PM deadline was often used as a “harassment technique” by law enforcement agencies and emphasized the need for a more lively nightlife culture in Bengaluru.

“As Bengaluru’s minister, I agree that the city needs a vibrant nightlife. This is the hub of techies and IT-BT professionals working late into the night, and they need a space to unwind,” Shivakumar stated. He assured that he, along with State Excise Minister RB Timmapur and Home Minister G Parameshwara, would “seriously examine” the merits of the time extension proposal.

Recent Relaxations and Impact on Licensed Establishments

In August 2024, the Karnataka government implemented a series of relaxations to support Bengaluru’s nightlife and commercial establishments. These relaxations allowed the following licensed businesses to operate between 9 AM and 1 AM:

  • CL-4 licence holders (club licences)

  • CL-6(A) licence holders (star hotels)

  • CL-7 licence holders (hotels and boarding houses)

  • CL-7D licence holders (hotels and boarding houses owned by Scheduled Caste and Scheduled Tribe individuals)

Additionally, businesses holding a CL-9 licence (bars and refreshment rooms) were permitted to operate between 10 AM and 1 AM. However, standalone pubs have so far been excluded from these relaxations, forcing them to adhere to the earlier 11:30 PM deadline.

Push for a Thriving Nightlife in Bengaluru

The push for extending operational hours is not new. Both DK Shivakumar and Chief Minister Siddaramaiah have long advocated for nightlife reforms in Bengaluru to stimulate trade, commerce, and tourism in India’s Silicon Valley. During the 2024 state budget presentation, the Chief Minister had announced a “business-friendly approach” aimed at boosting the local economy by encouraging nightlife-related businesses.

By extending operating hours, the government hopes to:

While the potential benefits of extending pub hours are clear, the Karnataka government is also weighing public safety and security concerns. Senior police officials have expressed concerns that extended hours may lead to an increase in public disturbances and safety issues.

In response, DK Shivakumar assured that the state government would coordinate with law enforcement agencies to ensure adequate security measures are in place, including increased police presence and the implementation of stricter monitoring protocols.
