Pakistan’s efforts to bring global attention to the Kashmir dispute have repeatedly faced hurdles, as admitted by Bilawal Bhutto, former Foreign Minister and current chairman of the Pakistan People's Party (PPP). Speaking at a press conference at the United Nations headquarters in New York, Bilawal acknowledged that despite continued diplomatic outreach, particularly during his ongoing delegation visit to the US, Pakistan has struggled to make meaningful progress in internationalising the Kashmir cause.
Bilawal Bhutto’s Admission of Setbacks
Bilawal Bhutto highlighted the “persistent setbacks” Pakistan has faced when raising Kashmir-related issues at the United Nations and other global platforms. He noted some receptiveness from international actors on issues like water disputes and terrorism, but pointed out that Kashmir remains a particularly difficult topic to gain traction on.
His visit to the US, part of Pakistan’s broader diplomatic campaign, seeks to challenge India’s narrative around Operation Sindoor and terrorism allegedly emanating from Pakistani soil. However, the Kashmir issue continues to be overshadowed by concerns over terrorism and security.
Pakistan’s Narrative vs India’s Stance
Pakistan has long tried to portray unrest in Kashmir as a humanitarian crisis, while denying India’s allegations that Pakistan sponsors and supports terrorism targeting Indian citizens. The Pakistani leadership aims to internationalise the Kashmir conflict to gain political leverage, but these efforts have so far not yielded significant global support.
India, on the other hand, consistently maintains that Kashmir is a bilateral issue between India and Pakistan. India refuses dialogue unless Pakistan takes credible and verifiable steps to dismantle terror infrastructure within its borders. India also limits discussions strictly to Pakistan’s illegal occupation of Kashmir, referred to as PoK (Pakistan-occupied Kashmir).
Parallel Indian Diplomatic Efforts
Bilawal Bhutto’s visit coincides with that of an Indian delegation led by Congress MP Shashi Tharoor to Washington D.C. Ahead of his trip, Tharoor strongly criticized Pakistan for harboring and supporting terror groups operating from its territory.
Tharoor stressed that the core problem in Indo-Pak relations is not linguistic or cultural barriers but the lack of a shared vision for peace and decency. He remarked, “We want to be left in peace, to grow and develop. They don’t want to leave us alone. They want to harass us. They want to undermine us.”
Challenges in Finding Common Ground
The conflicting narratives from Pakistan and India highlight the deep mistrust and divergent priorities shaping their diplomacy. Pakistan’s international push on Kashmir is complicated by persistent allegations of terrorism and cross-border militancy. India’s demand for concrete anti-terrorism action from Pakistan remains a precondition for dialogue, narrowing the scope for peaceful resolution in the near term.
