What’s covered under the Article:

  • BJP projects the Centre’s notification protecting persecuted minorities as a fulfillment of promises, boosting its Hindu protector image.

  • The move reassures the Matua community, a decisive vote bank in nearly 60 Bengal constituencies, consolidating BJP’s support.

  • TMC dismisses the notification as a political stunt, accusing BJP of creating confusion and exploiting religious sentiments.

The Centre’s latest notification shielding persecuted minorities from deportation has triggered a fresh political debate in West Bengal, where the 2026 assembly elections are expected to see another high-stakes battle between the Bharatiya Janata Party (BJP) and the Trinamool Congress (TMC).

The order, issued by the Ministry of Home Affairs, clarifies that Hindus and other minorities from Pakistan, Bangladesh, and Afghanistan who entered India without valid documents before December 31, 2024 will not be deported. Though the decision does not confer immediate citizenship rights, BJP leaders in Bengal are hailing it as a historic move with deep political significance.

Why the notification matters politically in Bengal

According to BJP strategists, the decision carries immense electoral weight in Bengal, where issues of migration, refugee rights, and minority persecution resonate strongly with large communities, especially the Matua population.

The Matua community, which migrated to Bengal from Bangladesh in several waves since Partition, has been a pivotal factor in state politics. They hold influence in nearly 60 constituencies across Nadia, North 24 Parganas, South 24 Parganas, and other border districts. Many Matuas who entered after 2014 were worried about their status under the State Identification Register (SIR) process. This notification provides them reassurance and a sense of belonging.

BJP leaders believe this will consolidate their support base, presenting the party as the true protector of Hindus.

BJP’s messaging: Protectors of Hindus

Party insiders told News18 that the notification serves three major purposes for the BJP in Bengal:

  1. Protection for persecuted Hindus – Reports of targeted violence against Hindus in Bangladesh, especially after the ouster of Sheikh Hasina’s regime, pushed many to seek refuge in India. The notification ensures they will not be forced back.

“This allows BJP to project itself as the protector of Hindus in times of need,” a party source explained.

  2. Reinforcing campaign narrative – Bengal BJP leaders see the move as evidence of the party keeping its promises. “Through this, we can demonstrate that BJP shields Hindus against torture and demographic threats,” said a senior leader.

  3. Strengthening the Matua vote bank – With their legal uncertainty addressed, Matuas are expected to vote more decisively for the BJP.

BJP state president Samik Bhattacharya welcomed the move, stating:

“People who have been tortured in other countries will not be deported. Naturally, they will stay here and become natural citizens. This is a big gain for them. Thanks to Narendra Modi and Amit Shah. BJP always stands by Hindus, and the TMC police will not get any chance to disturb them.”

Union minister and Matua leader Shantanu Thakur echoed this sentiment, emphasizing that “90 per cent of Matuas will vote for the BJP” after this assurance.

Historical promise fulfilled, BJP claims

BJP leaders also linked the move to a long-pending promise made at the time of Partition. Samik Bhattacharya recalled:

“In 1947, Jawaharlal Nehru had given a commitment that if minorities feel insecure in Pakistan, India will provide them shelter and full security. Congress did not fulfil this promise. This promise is being fulfilled by the Narendra Modi government.”

By invoking Partition-era commitments, BJP is trying to frame the decision as historical justice rather than mere electoral strategy.

Impact on communities beyond Matuas

While Matuas are the immediate beneficiaries, other groups such as the Rajbhanshis, along with Hindu migrants from different sects like ISKCON followers and Nath Sampradaya members, also stand to gain. The notification assures them that India is their permanent home.

BJP leaders have emphasized that this is not just a Matua issue, but a question of Hindu solidarity across Bengal. “They are all our blood, they are our brothers. We cannot ignore them,” Bhattacharya said.

TMC’s pushback: “Political ploy”

The ruling Trinamool Congress (TMC), however, has dismissed the notification as politically motivated. Party spokesperson Kunal Ghosh said:

“The BJP is only trying to create confusion with all these things. They have no real connection with the people of Bengal and are only trying to divert attention. Whenever they create this confusion, TMC will protest. They are even insulting the Bengali language.”

TMC leaders argue that the notification is more about political optics than concrete relief, since it stops short of granting citizenship or voting rights. They accuse the BJP of exploiting religious identity for electoral gain.

The electoral implications

Political observers say the notification could have a “demonstration effect” across Bengal, consolidating the BJP’s appeal among refugee communities while reinforcing its pro-Hindu stance.

For the BJP, which has been trying to expand its base beyond traditional urban support, border districts and rural Hindu communities are critical to their 2026 campaign strategy. By addressing their anxieties over deportation, BJP seeks to ensure a lock on the Matua vote bank.

At the same time, TMC’s challenge lies in countering this narrative without alienating minority communities that form its core base.

Broader national context

This notification comes against the backdrop of the Citizenship Amendment Act (CAA) debate, which had sparked protests across the country in 2019–2020. While the CAA fast-tracked citizenship for persecuted minorities, this new notification focuses specifically on non-deportation, a step seen as more immediate and reassuring.

It also fits into the BJP’s larger narrative of being the protector of Hindus globally, positioning India as a safe haven for communities facing persecution in the subcontinent.

Conclusion

The Centre’s move is being portrayed by BJP leaders as both a humanitarian step and a political masterstroke. For the Matua and other Hindu refugee communities in Bengal, it offers relief and clarity. For the BJP, it is a powerful electoral message that may shape the contours of the 2026 Bengal elections.

While the TMC rejects it as a gimmick, the BJP hopes to ride this sentiment to expand its grassroots base and further challenge Mamata Banerjee’s dominance in the state.

The next year will reveal whether this notification truly transforms into political capital, but for now, the BJP sees it as a big gain in its battle for Bengal.
