Central Government Intensifies Efforts to Dismantle Terror Eco-System in Jammu and Kashmir

Amid a spike in terror attacks in Jammu and Kashmir over the past month, the central government has informed the Lok Sabha about the steps it is taking to “dismantle the terror eco-system” in the region. On Tuesday, July 30, Minister of State for Home Nityanand Rai provided a detailed response to an ‘Unstarred Question’ by BJP MP Pradeep Kumar Singh during the ongoing Monsoon Session of Parliament, outlining the methods adopted by the Centre to bring sustained peace and stability to the Union Territory.
In the query, Pradeep Kumar Singh asked, “Whether the government has taken any concrete steps to make the Union Territory of Jammu and Kashmir free from terrorism.” Responding to this question, Nityanand Rai emphasized the government’s zero-tolerance policy against terrorism and the comprehensive approach to dismantle the terror infrastructure.
Government's Response and Strategy
Rai's written reply stated, “The Government has a policy of zero tolerance against terrorism. The approach of the Government is to dismantle the terror eco-system. Security measures are being strengthened to sustain peace and stability in J&K.” He further elaborated on the strategies adopted and the actions taken to contain acts of terrorism in the region, which include:
Effective, continuous, and sustained actions against terrorists and their support structures.
Dismantling of the terror ecosystem using a whole-of-government approach.
Crackdown on terror finance, including the seizure and attachment of properties belonging to terrorists and their associates under relevant sections of the law.
Banning of anti-national organizations.
According to data provided up to July 21, 2024, there have been 11 terrorist-initiated incidents in the region this year. The encounters and counter-terrorist operations in Jammu and Kashmir have totaled 24, resulting in the deaths of 14 security forces personnel and 14 civilians.
Notably, there have been no reports of ‘organized stone pelting and organized hartal’ this year, indicating a significant shift in the region's security dynamics.
Recent Increase in Terror Attacks
The Union Territory has witnessed a rise in terror attacks in the last one-and-a-half months, starting on June 9 with the Reasi attack that claimed the lives of 9 pilgrims. Various terror attacks during this period have resulted in the deaths of soldiers and security personnel.

The Jammu region, which had remained relatively peaceful from 2005 to 2021 after decades of terrorism, has seen a spike in terror attacks over the past month. One notable attack involved a pilgrim bus that left nine persons dead and 40 injured. Security forces attribute the resurgence of terror activities, especially in the twin border districts of Poonch and Rajouri, to attempts by Pakistani handlers to revive terrorism in the Jammu region. Since 2021, over 70 people, including 52 security personnel—mostly from the Army—have been killed in terror-related incidents in the Jammu region.

The government's comprehensive strategy involves strengthening security measures and cracking down on the financial networks that support terrorism. By focusing on dismantling the terror eco-system, the central government aims to ensure sustained peace and stability in Jammu and Kashmir.
As the situation evolves, the central government continues to monitor and adapt its strategies to effectively combat terrorism and support the region's security forces in their efforts to maintain order and protect civilians from terrorist activities.
