Centre told all-party meeting it is ready to discuss Operation Sindoor in the Monsoon session beginning July 21
-
Opposition demands PM Modi’s reply on Pahalgam attack, Trump’s mediation claims, and Bihar’s Special Intensive Revision
-
Government insists that all discussions must follow Parliamentary procedures and laid-down rules
The Monsoon Session of Parliament, scheduled to begin on Monday, July 21, 2025, is set to kick off amid intense political drama as the Centre has expressed willingness to discuss Operation Sindoor. This assurance was made during an all-party meeting held a day before the session began. However, the government also reminded the Opposition that all debates must strictly adhere to Parliamentary rules and procedures.
The Opposition, on the other hand, came out strong and united in demanding that Prime Minister Narendra Modi himself must respond on sensitive issues such as:
-
The Pahalgam terror attack that left several security personnel dead
-
The controversial Operation Sindoor launched in Jammu and Kashmir
-
Former US President Donald Trump’s repeated claims of having brokered peace between India and Pakistan
-
The Special Intensive Revision (SIR) of voter rolls currently being carried out in Bihar, which the Congress alleges mirrors the NRC process
Centre agrees to discuss but wants decorum
Parliamentary Affairs Minister Pralhad Joshi, who briefed the media after the meeting, said, "The government is fully prepared for discussion on all issues including Operation Sindoor. But everything must happen under rules." The Centre’s response is seen as a tactical move to neutralize Opposition criticism while retaining control over the terms of engagement.
According to sources present at the all-party meet, the government tried to take a conciliatory tone, stating that it does not shy away from discussions and would provide space for dialogue provided Parliamentary decorum is maintained.
This is not the first time Operation Sindoor has come under the scanner. It is a highly sensitive counter-terror initiative launched in Jammu and Kashmir to target foreign militants and insurgents, but the lack of transparency and alleged civilian casualties have raised alarms among Opposition parties.
Opposition presses for PM Modi’s reply
A major flashpoint is the Pahalgam attack, where militants ambushed security forces in the Anantnag district. While the Home Minister has given an official statement, Opposition leaders from Congress, DMK, TMC, CPI(M), and RJD insist that only a response from PM Modi will satisfy the nation.
Adding fuel to the political fire is the recent remark made by Donald Trump during a press conference where he claimed that he had brokered peace between India and Pakistan during his presidency. This has left many MPs fuming, as it raises concerns about India’s sovereignty and foreign policy independence.
Bihar SIR draws parallel to NRC
The Bihar Special Intensive Revision (SIR) process was also brought up by several MPs including Congress leader Kanhaiya Kumar, who called it a backdoor attempt to reintroduce NRC. The Opposition wants a clear clarification from the government on the scope, intent, and legal backing of the SIR exercise.
The Congress, in particular, believes the SIR is aimed at voter disenfranchisement in politically sensitive areas ahead of the Bihar Assembly polls. It has demanded a detailed debate in both Houses of Parliament.
Government’s strategy: agree but control
Sources say the government's strategy for the Monsoon Session is two-fold: agree to discussions to avoid being portrayed as authoritarian but control the narrative by limiting disruptions and ensuring debates remain rule-bound. For example, if the Opposition attempts to drag the discussion beyond procedural bounds, the Chair may intervene to restore order.
In the previous session, the government faced flak for its alleged reluctance to allow debates on the Agnipath scheme, the Manipur crisis, and rising unemployment. This time, it appears the ruling party is more prepared to handle the heat.
All-party meeting: who said what
During the all-party meeting, Congress floor leader Adhir Ranjan Chowdhury, TMC MP Sudip Bandyopadhyay, DMK’s TR Baalu, and others strongly emphasized the need for transparency and PM’s accountability.
Meanwhile, Defence Minister Rajnath Singh and Home Minister Amit Shah appealed to all parties to allow the House to function smoothly and not politicize national security.
According to Opposition MPs, Shashi Tharoor and Jairam Ramesh both emphasized foreign policy concerns, especially the implications of Trump’s remarks and their potential damage to India’s diplomatic standing.
Operation Sindoor: what we know so far
Operation Sindoor is a recent military-intelligence-led mission aimed at neutralizing foreign militants in Jammu and Kashmir. While the government claims it is a successful precision strike operation, many reports suggest that the lack of independent oversight has led to confusion over civilian casualties and alleged misuse of power.
The government maintains that national security cannot be compromised and has so far refused to disclose operational details publicly, citing classified information protocols.
However, Opposition parties argue that Parliament has the right to be informed and that this is not about military strategy but democratic accountability.
What to expect from the Monsoon Session
With Parliament likely to be stormy from Day 1, expect heated debates on:
-
National Security: Operation Sindoor and terror incidents
-
PM Accountability: Will PM Modi speak on Pahalgam and Trump’s comments?
-
Bihar SIR and electoral transparency
-
India’s foreign policy direction post-election
-
New Bills and Ordinances: Expected introduction of Data Protection Bill and Telecom Regulation Amendments
The Monsoon Session will run from July 21 to August 14, 2025, with 18 sittings scheduled. Both Houses are expected to work under tightened schedules and enhanced productivity metrics introduced recently.
Conclusion
The Centre's readiness to discuss Operation Sindoor and related matters shows a more open posture ahead of a politically sensitive period. However, whether this translates into meaningful debate and transparency will depend on the conduct of both the government and Opposition.
The Opposition seems resolute in holding PM Modi accountable, not just for internal matters like Pahalgam and Bihar SIR, but also for India's image abroad, especially in the wake of Trump’s peace claims. The Monsoon Session is likely to test the boundaries of Parliamentary debate, government accountability, and Opposition unity.
