In a significant move to deepen infrastructure and economic ties, China and Vietnam have agreed to conduct feasibility studies for two new railway lines that would directly connect key cities across their shared border. The development marks a renewed phase in their bilateral cooperation, which has been marred in the past by security concerns and political mistrust.
The announcement came during Chinese President Xi Jinping’s high-profile visit to Hanoi, where multiple agreements were signed, including one focused on rail connectivity. Vietnam’s top leader, To Lam, stressed that these railway developments are the “highest priority” in bilateral infrastructure projects.
Focus on Economic Collaboration Over Political Tensions
Despite historical tensions—including a brief border war in the 1970s and ongoing disputes in the South China Sea—economic pragmatism appears to be steering relations between the two Communist-ruled countries. China, facing growing U.S. tariffs and trade pressures, is keen to strengthen regional supply chains where Chinese-made components are assembled in Vietnam and exported globally.
President Xi Jinping underscored the importance of consolidating these supply chains, pushing for collaborative transport and infrastructure projects to ease the movement of goods and materials.
Two New Rail Links Under Study
According to a two-page cooperation agreement dated April 14, China has committed to conducting feasibility studies for two new railway lines:

Guangxi to Hanoi Railway: This would connect southern China’s Guangxi region to Vietnam’s capital, Hanoi. Although an existing line runs from Nanning (Guangxi) to Hanoi, it suffers from a major operational issue—the difference in railway gauge standards between China and Vietnam. This forces passengers and goods to switch trains at the border, causing delays and inefficiencies.

Shenzhen to Haiphong Railway: This second proposed link aims to connect Shenzhen, a major Chinese port and tech hub, to Haiphong, a key Vietnamese seaport.
The total cost of the feasibility studies is estimated at 9.95 million yuan (approximately $1.36 million). These studies are expected to begin within 12 months from the selection of contractors, although no exact deadline for the contractor selection has been disclosed.
Third Railway Project Already Approved
In addition to the above two links, a third railway line connecting Vietnam’s northern coast to Kunming in China has already been approved for construction. This line had been discussed earlier and was officially included in Vietnam’s national infrastructure plan by the Vietnamese Parliament in February.
The Vietnamese section alone is expected to cost $8.3 billion, and although it has not been confirmed, the country is anticipating Chinese loans to partially fund the project.
This rail line also traces its origins back to the French colonial era, with much of the existing track being over 100 years old. The new project will modernize this connection to suit current freight and passenger needs and improve interoperability with China’s high-speed rail system.
Historical Challenges and a Path Forward
The lack of compatibility in railway gauge systems—a legacy of colonial infrastructure planning—has long hindered smooth rail transport between the two nations. This has led to inefficiencies, delays, and increased costs, especially for bulk cargo.
Additionally, mutual distrust stemming from military conflicts and territorial disputes had made joint railway development a sensitive subject. But the urgency of economic growth and China’s Belt and Road Initiative (BRI) is reshaping those priorities.
Xi Jinping’s visit also marks the soft launch of the “Vietnam-China Railway Cooperation”, a broader framework under which future rail collaborations could be undertaken.
No Loan Agreements Yet, But Expectations Are High
As of the end of Xi’s visit (April 16), no formal loan agreements were signed, but Vietnam has made it clear that concessional loans from China are essential for making these projects viable. Given that these are high-cost infrastructure projects, financial backing will be a critical enabler.
Observers believe that loan terms and commitments could follow after feasibility studies are completed, especially if findings demonstrate strong economic viability and logistics potential.
Strategic and Economic Implications
The proposed rail links serve multiple strategic purposes:
