Chief Minister A. Revanth Reddy has taken a major step towards improving cow protection infrastructure in Telangana by directing officials to formulate a comprehensive policy and construct four modern goshalas across the State. His decision comes in the wake of several recent cow deaths reported in shelters, primarily due to overcrowding and inadequate facilities.
At a review meeting held on Tuesday (June 17, 2025) at his residence, Mr. Reddy expressed serious concern over the infrastructure gaps in current cow shelters and called for urgent reform.
High-Level Committee Constituted
To drive this initiative forward, the Chief Minister has constituted a three-member official committee to study cow protection policies both within and outside Telangana. The committee includes:

Sabyasachi Ghosh, Special Chief Secretary to the Animal Husbandry Department

Shailaja Ramaiyar, Principal Secretary to the Endowments Department

Raghunandan Rao, Secretary of the State Agriculture Department
The panel is tasked with conducting a comprehensive assessment of cow shelter needs, including site visits to other States to understand and adopt best practices in cow protection and management.
Four State-of-the-Art Goshalas in First Phase
As part of the first phase of this policy rollout, four state-of-the-art cow shelters (goshalas) will be established in key locations:

Vemulawada (planned on 100 acres of land)

Yadagirigutta

Yenkepally, near Hyderabad city

Animal Husbandry University
These facilities will be developed using modern infrastructure, adequate open spaces, dedicated healthcare units for cattle, and trained veterinary and maintenance staff to ensure humane and sustainable cattle management.
Mr. Reddy stressed that these goshalas should be designed to not only house cows comfortably but also serve as model centres for future shelters in other districts.
Focus on Donated Calves and Devotee Sentiment
The Chief Minister placed special emphasis on the protection of calves donated by devotees to temples and religious institutions. He instructed officials to ensure that such calves are given proper care, recognising the religious and cultural sentiment associated with such donations.
“The government will spend liberally on cow protection. No effort will be spared when it comes to the welfare of cows and calves in our State,” Mr. Reddy affirmed during the meeting.

They discussed potential timelines, land availability, funding provisions, and coordination between departments for swift implementation.
Rising Concerns Over Existing Shelters
Reports from various districts had flagged issues such as lack of space, poor sanitation, inadequate feeding, and rising mortality rates in existing cow shelters. Animal rights activists and religious leaders alike had been demanding systemic reforms, prompting the Chief Minister’s intervention.
The Vemulawada shelter, spread over 100 acres, is expected to become the flagship project under the new cow protection policy, accommodating hundreds of cows with pasture areas, shelter sheds, and medical units.
Commitment to Animal Welfare and Sustainable Agriculture
Apart from shelter-building, the government is also considering policy integration with agriculture and dairy development to ensure a sustainable model. Cattle protection will be tied to waste management, fodder production, veterinary training, and community awareness programmes.
The Animal Husbandry University will play a key role in research, training, and extension activities related to cattle care, disease prevention, and shelter management.
Looking Ahead
Once the pilot shelters are operational, the government plans to expand the model to other districts and create a statewide network of humane, modern goshalas. This initiative is seen as both a response to public sentiment and a long-term investment in rural and livestock health.
The policy also aims to align with national frameworks on animal welfare, while preserving Telangana’s unique cultural practices related to cow worship and rural livelihoods.
