Congress President Mallikarjun Kharge has strongly criticised the Modi government's recent decision to amend an election rule that restricts public access to certain electronic documents. The amendment to the Conduct of Election Rules, 1961, specifically under Rule 93(2)(a), limits public inspection of documents such as CCTV camera footage, webcasting footage, and video recordings of candidates. This change, recommended by the Election Commission of India (ECI), aims to prevent the misuse of such materials but has sparked fierce opposition from the Congress.
Kharge described the amendment as a “calibrated erosion” of the Election Commission's (ECI) integrity, accusing the government of undermining the institution's independence. In a social media post, he called the move part of a systematic conspiracy by the Modi government to destroy the integrity of the ECI. He further stressed that this was an assault on democracy and the Constitution, and vowed that Congress would take every step necessary to safeguard these principles.
Kharge also pointed to previous actions by the Modi government, such as removing the Chief Justice of India from the panel that appoints Election Commissioners, which he claims further reflects the government's attempt to control and weaken the ECI. He highlighted that when the Congress raised concerns regarding issues like voter deletions and the transparency of Electronic Voting Machines (EVMs), the Election Commission had responded in a condescending tone and often ignored serious complaints. Kharge argued that this behaviour indicates that the ECI, despite being a quasi-judicial body, was not acting independently.
The Modi government's amendment to the election rule has sparked a political row, with the Congress party claiming that the move would curtail the transparency and accountability of the election process. The government defends the amendment as necessary to prevent misuse of election-related materials, but this has done little to quell criticism.
