Delhi's Indira Gandhi International Airport, India's busiest, has recently been at the center of a significant logistical issue, with mounting delays, cancellations, and diversions since early April. This crisis has not only affected passengers, but also pilots, air traffic controllers, and airline staff, all of whom have faced immense disruptions. The situation has drawn attention from both the public and political leaders, with the likes of Jammu and Kashmir’s Chief Minister Omar Abdullah and Congress MP Shashi Tharoor criticizing the airport's performance.

Flight Delays: A Growing Concern

Data from Flightradar24 highlights the extent of the problem. On May 2, average departure delays were reported at 50 minutes, with arrivals lagging by 35 minutes. The following day, 155 flights were delayed, and six flights were canceled. These figures represent just a snapshot of the mounting problems that have been plaguing the airport. On April 20 alone, over 68% of the 1,300 scheduled flights experienced disruptions, affecting thousands of travelers.

The Cause of the Chaos: Runway 10/28 Closure

The primary factor behind the ongoing disruption is the temporary closure of Runway 10/28, announced by Delhi International Airport Ltd (DIAL) on April 8. This runway is vital for managing Delhi’s domestic air traffic, especially given its proximity to Terminals 1 and 2. The closure was necessary to upgrade the instrument landing system (ILS) of the runway. The ILS upgrade aims to allow low-visibility operations from both directions, which is particularly crucial for Delhi’s fog-prone winter months.

However, the closure came at a time when unseasonal easterly winds and early summer thunderstorms hit Delhi, complicating the situation further. These weather conditions reduced the available runway combinations for takeoffs and landings. As a result, the airport's four operational runways were not sufficient to handle the volume of flights, particularly during peak congestion hours.

The Timing and Coordination Issues

While the runway closure had been communicated months in advance, the situation revealed significant coordination failures. DIAL officials met with the Civil Aviation Minister in late April to discuss the matter, where it was revealed that domestic carriers made minimal adjustments to their schedules despite prior warnings. On April 20, nearly 900 flights were delayed—representing 68% of the total traffic—indicating that the issue had been significantly exacerbated by poor planning.

Slot Allocation Failures and Airline Response

DIAL had proposed that airlines cancel some of their morning flights and reschedule others to night slots to reduce pressure during peak times. However, airlines resisted these changes, citing the financial losses they would incur due to high demand for morning departures. Moreover, the existing slot allocation system did not adapt dynamically to the reduced capacity caused by the runway shutdown, worsening the situation during peak hours.

The lack of a responsive system by the Airports Authority of India (AAI), air traffic control, and airlines led to aircraft being forced to circle in the air or divert to nearby airports.

Wind Impact and Runway Orientation

Understanding the role of winds in this crisis is crucial. Runway orientation is essential for aircraft to take off and land efficiently, as wind direction significantly affects lift and stability during flight. During easterly winds, only specific runways (09 and 11L) are available for takeoff, and landings can only occur on runway 11R. These restrictions are lifted when westerly winds prevail, offering greater flexibility in runway use. However, when easterlies arrived earlier and more forcefully than expected, combined with thunderstorms, flight operations were further curtailed.

The Way Forward: Solutions and Challenges

DIAL expects the congestion to ease by May 8, when Runway 10/28 will temporarily reopen. The airport operator has also rescheduled the ILS upgrade for a full shutdown starting June 15, which will last for three months. This new schedule is intended to allow for maintenance during more stable weather conditions.

However, the situation raises deeper concerns about the capacity limits of Delhi’s airport, especially as India's aviation sector continues to grow. The airport is approaching full capacity, and while infrastructure upgrades are necessary, they must be coupled with more flexible scheduling, better forecasting, and improved communication between all stakeholders involved.

Without addressing these systemic issues, what is happening now may not be a one-off crisis but a recurring feature, impacting both passengers and the broader aviation sector. Enhanced coordination, proactive planning, and adaptive scheduling will be key to mitigating future disruptions and ensuring the airport’s continued ability to handle increasing air traffic.

As the aviation sector in India continues to expand, lessons learned from this crisis must be applied to improve the operational resilience of airports across the country. Effective communication and adaptive management will be crucial to ensure that such disruptions are minimized in the future.
