Delhi among 17 regions without e-waste recycling facility: CPCB

  • CPCB told NGT that 17 States and UTs, including Delhi, lack authorised e-waste recycling facilities.

  • Delhi relies on agreements with registered recyclers located outside the city, mainly in the NCR region.

  • Despite this, DPCC has completed full inventorisation under the E-Waste (Management) Rules, 2022.

The Central Pollution Control Board (CPCB) has informed the National Green Tribunal (NGT) that 17 States and Union Territories — including Delhi — do not have authorised electronic or e-waste recycling facilities.

The submission highlights gaps in infrastructure for handling one of the fastest-growing waste streams in the country.


No Recycling Facility in Delhi

According to the CPCB’s submission:

  • Delhi does not have its own e-waste recycling facility.

  • The national capital primarily disposes of e-waste through agreements between bulk waste generators and registered recyclers located outside the city.

  • Most of these recyclers are situated in the National Capital Region (NCR).

Additionally, CPCB noted that Delhi does not maintain records of interstate transportation of e-waste — a key compliance requirement for monitoring waste movement.


Compliance Under E-Waste Rules

Despite lacking a recycling facility, the Delhi Pollution Control Committee (DPCC) has completed e-waste inventorisation covering all 106 categories of Electrical and Electronic Equipment (EEE).

This exercise was conducted under the E-Waste (Management) Rules, 2022, which mandate systematic tracking and reporting of e-waste generation and handling.

CPCB stated that DPCC is among only seven State pollution control bodies that have completed full inventorisation under the 2022 Rules.


Growing E-Waste Challenge

India is one of the world’s largest generators of electronic waste due to:

  • Rapid digitalisation

  • Increasing consumer electronics use

  • Shorter device lifecycles

The absence of in-city recycling facilities in major urban centres like Delhi raises concerns over:

  • Monitoring and traceability

  • Informal recycling practices

  • Environmental and health risks


Role of the NGT

The NGT has been examining compliance with e-waste management norms and the implementation of the 2022 Rules across States and Union Territories.

CPCB’s submission forms part of the tribunal’s review of how effectively local pollution control bodies are implementing regulatory frameworks.
