On Friday, the Delhi High Court took a significant step by transferring the investigation into the deaths of three UPSC aspirants to the Central Bureau of Investigation (CBI). The tragic incident occurred last Saturday at Rau’s IAS Circle coaching centre in Delhi's Old Rajinder Nagar area, where the basement of the centre flooded due to heavy rainfall, leading to the drowning of the aspirants.
The high court’s intervention highlights a broader concern regarding Delhi's infrastructure. The court noted that Delhi's physical, financial, and administrative infrastructure are outdated and inadequate for the city's needs. With a population exceeding 3 crore, Delhi faces significant challenges in managing its growth and ensuring efficient governance. The court remarked, "Delhi is going from one crisis to another," pointing to recurring issues such as droughts and floods. It emphasized that improved water storage and better infrastructure planning are crucial to mitigate these problems.
Delhi's infrastructure issues have been exacerbated by the recent floods, which revealed severe shortcomings in the city's drainage system. The high court criticized the Municipal Corporation of Delhi (MCD) for its dysfunctional stormwater drains, which have been encroached upon by local shopkeepers and residents. The MCD Commissioner was ordered to ensure that drains are operational and to consider systematic increases in capacity where necessary.
The court’s remarks underscore the urgent need for modernizing Delhi’s infrastructure to handle its growing population and prevent future crises.
