On September 20, an official from the Directorate General of Foreign Trade (DGFT) announced that a notification is forthcoming, extending the free import of laptops, personal computers (PCs), and tablets until the end of the year. This decision comes in response to a formal request submitted to the DGFT, with expectations that the notification will be published by late evening on September 20 or September 21.
The existing import management system, which currently permits free imports of these electronic devices, was scheduled to conclude on September 30. The industry, particularly laptop and PC manufacturers, has been anxiously awaiting clarity on the future of this system, given its critical role in their operations.
In August 2023, the Indian government announced restrictions on the free import of laptops, tablets, and personal computers, requiring companies to obtain licenses for such imports. This move aimed to provide greater opportunities for Indian manufacturers and ensure a reliable supply chain, reflecting the country's heavy reliance on inbound shipments.
However, the policy faced significant backlash from global technology giants including Dell, Acer, Samsung, Panasonic, Apple, Lenovo, and HP, who argued that these restrictions would negatively impact their operations in India. In response to the growing industry concerns, the government reversed the restrictions a month later, extending the free import window by an additional year, now set to last until September 2024.
The impending extension of the import management system was first reported by PTI, highlighting the industry's reliance on these import regulations. In the 2023-2024 period, imports totaled $8.4 billion, falling short of the authorized $9.5 billion, with a significant portion sourced from China.
Industry leaders, including Jason Oxman of the Information Industry Information Council (ITIC), have expressed apprehensions about the initial proposal to reinstate a licensing regime. Oxman warned that such restrictions could disconnect India from the global economy, jeopardizing access to essential digital services and capabilities.
As the DGFT prepares to announce this extension, the decision is expected to alleviate industry concerns and support the ongoing growth of India’s electronics manufacturing sector, fostering a conducive environment for global tech firms while balancing domestic manufacturing interests.
