Key Points:
ECI Delegation Visit: Chief Election Commissioner Rajiv Kumar and Election Commissioners Gyanesh Kumar and Dr. SS Sandhu are in Chandigarh to review election preparations for Haryana.
Meetings Scheduled: The delegation will meet with political party representatives, district election officers, and senior officials to discuss election readiness.
Upcoming Assembly Elections: The Haryana legislative assembly elections for the 90-member assembly are scheduled for later this year, with the current term ending on November 3, 2024.
Congress Resurgence: The Congress party shows signs of resurgence in Haryana, contrasting with the BJP’s challenges and previous dominance.
On August 12, Chief Election Commissioner (CEC) Rajiv Kumar, along with Election Commissioners Gyanesh Kumar and Dr. SS Sandhu, arrived in Chandigarh to review the election preparedness for the forthcoming Haryana assembly elections. This visit marks a significant step in ensuring that the electoral process is well-organized and transparent for the polls scheduled later this year.
The ECI team’s visit includes a series of crucial meetings aimed at assessing and enhancing the state's readiness for the assembly elections. Haryana Chief Electoral Officer, Pankaj Agarwal, stated that the Commission plans to review election preparations on Monday with various stakeholders, including representatives from political parties, district election officers, and senior Haryana officials.
On Tuesday, the Commission will provide guidelines to enforcement agencies to boost monitoring and vigilance throughout the state. Additionally, the ECI will hold important discussions with the Chief Secretary, Director General of Police, Administrative Secretaries, and senior police officers to review other critical arrangements necessary for a smooth electoral process.
Earlier on July 31, the Election Commission issued directives to the Haryana chief secretary regarding the transfer of officers involved in election duties and stationed in their home districts to ensure impartiality and avoid conflicts of interest.
The upcoming Haryana assembly elections are particularly significant as they come in the wake of a dynamic political landscape in the state. In the 2019 assembly elections, the Bharatiya Janata Party (BJP) emerged as the single largest party and formed a government in alliance with the Jannayak Janta Party (JJP) and several Independent MLAs. Manohar Lal Khattar was sworn in as Chief Minister, while Dushyant Chautala took on the role of Deputy Chief Minister. However, Khattar has since resigned to become a minister in the Modi 3.0 government, and Chautala exited the alliance just before the Lok Sabha elections.

The Congress Party is experiencing a resurgence in Haryana's political arena. The BJP-led government faced a crisis prior to the 2024 Lok Sabha polls when three Independent MLAs withdrew their support, causing significant political turbulence. The BJP’s performance in the 2024 Lok Sabha elections was notably poor, with the party securing only five out of ten seats in Haryana, whereas Congress won the remaining five seats. This was a sharp decline from the BJP’s clean sweep in the 2019 general elections.
As the election landscape evolves, the ECI's thorough review and strategic planning will play a pivotal role in shaping the upcoming assembly elections, ensuring a fair and transparent process for all stakeholders involved.
