  3. US$ 8.28 billion approved for PMGSY Phase IV to construct 62,500 km of rural roads by FY29.

In a significant move to boost rural housing, the Union Minister of Agriculture & Farmers’ Welfare and Rural Development, Shivraj Singh Chouhan, announced on December 5, 2024 that the government has allocated approximately 3.8 million houses under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) for the fiscal year 2023-24. This allocation is a part of the broader government vision to provide 30 million houses over the next five years, with 20 million homes specifically under PMAY-G. The announcement is aligned with the government’s continued commitment to rural development and ensuring housing for all.

PMAY-G Scheme and Housing Targets

Under the newly revised PMAY-G norms, the government has fast-tracked housing construction with an initial funding release of US$ 1.26 billion (Rs. 10,668 crore) to jumpstart the project. This funding is aimed at meeting the target of constructing 30 million houses by 2029, with the PMAY-G scheme being central to the government’s efforts to improve living conditions for rural populations. The PMAY-G initiative has seen US$ 12.16 billion (Rs. 1,03,000 crore) spent so far out of the allocated US$ 21.72 billion (Rs. 1.84 lakh crore) for various development schemes in the current fiscal year.

Chouhan also stated that a new survey will be conducted to identify additional eligible beneficiaries, following the relaxed eligibility criteria under the revised PMAY-G norms. The government assured that no eligible person would be left out, reaffirming its commitment to inclusive rural development.

Empowering Women Through the Lakhpati Didi Initiative

Another major aspect of the government’s rural development strategy is the Lakhpati Didi initiative, which seeks to empower rural women by increasing their incomes. The program targets self-help group (SHG) members, aiming to enhance their economic participation. The number of women involved in this initiative has risen to 11.5 million, with a target of 30 million women beneficiaries by 2024-25. This program not only focuses on financial empowerment but also provides women with opportunities to contribute to economic growth at the grassroots level.

Rural Infrastructure Development through PMGSY

As part of the government’s broader agenda to improve rural infrastructure, the Pradhan Mantri Gram Sadak Yojana (PMGSY) Phase IV has been launched to build critical rural road networks. Under this phase, 6,614 km of rural roads have been sanctioned, including 3,380 km in West Bengal. A US$ 8.28 billion (Rs. 70,125 crore) package has been approved for PMGSY-IV, which aims to construct 62,500 km of rural roads by FY29. This expansion is expected to greatly enhance connectivity between rural and urban areas, improving access to markets, healthcare, and education for rural populations.

MGNREGS and West Bengal’s Rural Development Issues

In addressing challenges under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in West Bengal, Chouhan highlighted that funds would be released once the state resolves identified irregularities. The government has expressed its commitment to ensuring that MGNREGS benefits reach the intended rural populations while also tackling issues of mismanagement or corruption in the system.

Conclusion

The government’s allocation of 3.8 million houses under PMAY-G in FY24, coupled with the plans for 30 million homes by 2029, underscores its focus on rural welfare. By addressing both housing needs and women’s empowerment, the government aims to significantly improve the lives of rural families. Additionally, the continued emphasis on rural infrastructure development, particularly through PMGSY Phase IV, and the expansion of initiatives like MGNREGS, forms a comprehensive approach to sustainable rural development.
