Government Approves US$ 132.4 Million for Disaster Mitigation and Capacity-Building Projects

A High-Level Committee, chaired by Union Home Minister and Minister of Cooperation, Mr. Amit Shah, has approved a substantial funding of US$ 132.4 million (Rs. 1,115.67 crore) for disaster mitigation and capacity-building projects across various states. The committee's key objective is to reinforce disaster resilience in India, aligning with Prime Minister Narendra Modi’s vision for a disaster-resilient nation.

National Landslide Risk Mitigation Project

The bulk of this funding, US$ 118.7 million (Rs. 1,000 crore), has been allocated for the National Landslide Risk Mitigation Project in 15 states. These include Uttarakhand, Himachal Pradesh, and the northeastern states, along with Karnataka, Kerala, Maharashtra, Tamil Nadu, and West Bengal. Specific allocations include:

  • US$ 16.5 million (Rs. 139 crore) for Uttarakhand and Himachal Pradesh
  • US$ 44.9 million (Rs. 378 crore) for the Northeast region
  • US$ 11.9 million (Rs. 100 crore) for Maharashtra
  • US$ 8.5 million (Rs. 72 crore) each for Karnataka and Kerala
  • US$ 5.9 million (Rs. 50 crore) each for Tamil Nadu and West Bengal

The goal of the project is to reduce landslide risks, enhance infrastructure resilience, and protect communities living in vulnerable zones.

Training and Capacity Building for Civil Defence Volunteers

In addition to the landslide risk mitigation project, US$ 13.7 million (Rs. 115.67 crore) has been allocated for training and capacity building of Civil Defence volunteers across all states and Union Territories (UTs). This initiative aims to strengthen local disaster response capabilities by equipping volunteers with the necessary skills and knowledge to effectively manage and mitigate disaster impacts in their respective regions.

Further Disaster Mitigation Investments

In addition to the US$ 132.4 million approval, India has made substantial investments in disaster risk management over the past fiscal year. During FY22-23, more than US$ 2.55 billion (Rs. 21,476 crore) was released to states for disaster management efforts, including:

  • US$ 1.77 billion (Rs. 14,878.40 crore) from the State Disaster Response Fund (SDRF)
  • US$ 550.3 million (Rs. 4,637.66 crore) from the National Disaster Response Fund (NDRF)
  • US$ 164.4 million (Rs. 1,385.45 crore) from the State Disaster Mitigation Fund (SDMF)
  • US$ 68.2 million (Rs. 574.93 crore) from the National Disaster Mitigation Fund (NDMF)

Earlier this year, significant funding was also approved for Urban Flood Risk Mitigation and Glacial Lake Outburst Flood (GLOF) risk management, further underscoring the government's commitment to enhancing disaster management infrastructure.

These efforts are all part of a larger strategy by the Ministry of Home Affairs under the guidance of Mr. Amit Shah to strengthen disaster risk management systems across the country. The goal is to create a more resilient infrastructure that can handle natural disasters, safeguard lives, and protect property, while also enhancing eco-friendly practices in disaster response.

The disaster mitigation projects aim to provide a systematic approach to disaster management, reduce vulnerability, and ensure the safety of citizens in at-risk regions. The government's ongoing initiatives reflect its commitment to fostering a safe, disaster-resilient India.
