The disaster has caused widespread destruction across the Kullu, Mandi, and Shimla regions, according to reports by the District Disaster Management Authority (DDMA) and ANI.

Incident Details

The cloudburst occurred in the early hours of August 1, impacting multiple areas including the Samej area of Shimla district, the Rampur region, Baghipul area of Kullu, and the Paddar area of Mandi. This sudden and violent weather event has led to the obliteration of entire villages and severe damage to infrastructure.

DC Rana, Special Secretary of DDMA, confirmed the widespread destruction: "A cloudburst in the Samej area of Shimla district, Rampur region, Baghipul area of Kullu, and Paddar area of Mandi has led to widespread destruction. 53 people are missing and six bodies have been recovered."

Rescue and Relief Operations

Rescue efforts are in full swing, with teams from the National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF) working tirelessly to locate and assist stranded villagers. More than 60 houses were washed away, and several villages have been severely affected by the floods.

Ground Reports

According to an NDTV report, the village of Samej suffered devastating losses, with only one house remaining intact. Survivor Anita Devi recounted the harrowing experience: "We fled to the local temple at night, and when we looked in the morning, only my house had remained."

Casualty and Damage Reports

The Himachal Pradesh State Emergency Operation Centre (HPSEOC) provided a detailed situation report noting the highest number of casualties in Mandi with five deaths, followed by Kullu with one death. Shimla has reported no casualties so far.

In terms of missing persons, Shimla has the highest number at 33, followed by Kullu with nine missing, and Mandi with six. The report also highlighted that 61 houses were fully damaged and 42 houses partially damaged, with Kullu bearing the brunt of the destruction.

Official Response

Deputy Chief Minister Mukesh Agnihotri has been actively involved in overseeing the relief efforts. He described the situation as “grim and painful” and assured affected families of the government's support. Agnihotri conducted on-site assessments of the damage in various regions, including the Baagi Pul area of Kullu district and the Matiyana region in Shimla district.

He reported significant damage to critical infrastructure, particularly the Kurpan Khad Water Supply Scheme in Baagi Pul, with damages estimated at ₹10 crore. This includes destruction to the booster, intake structure, feed line sump well, pump house, pumping machinery, and pipes.

Looking Ahead

The formation of a committee to inspect structures in "vulnerable areas" of the district has been initiated. This committee will evaluate building safety, check for violations of building regulation laws, and hold accountable those responsible for any lapses.
