At the second India-Caricom Summit held in Guyana, Prime Minister Narendra Modi presented a vision to enhance the relationship between India and the Caribbean Community (Caricom), outlining seven key pillars that will strengthen ties between the two regions. These pillars, which form the acronym C-A-R-I-C-O-M, include areas of cooperation ranging from capacity building and agriculture to renewable energy and climate change. This ambitious framework is designed to address critical issues and forge deeper economic, cultural, and diplomatic bonds between India and the Caribbean.
The Seven Key Pillars
The C-A-R-I-C-O-M pillars outlined by PM Modi cover a wide array of strategic areas:
- C - Capacity Building: Focused on empowering nations in the Caribbean to build institutional capacities in crucial sectors.
- A - Agriculture and Food Security: Aiming to enhance food security and improve agricultural practices, which are vital for the region's stability and growth.
- R - Renewable Energy and Climate Change: India and the Caribbean will collaborate on sustainable energy solutions, a key concern for both regions, especially with the growing challenges posed by climate change.
- I - Innovation, Technology, and Trade: Enhancing trade and technological collaboration to drive economic growth and innovation across sectors.
- C - Cricket and Culture: Recognizing the shared love for cricket and cultural exchanges, both regions plan to strengthen ties in sports and cultural diplomacy.
- O - Ocean Economy: The maritime sector will see greater collaboration, particularly focusing on sustainable practices for ocean resources.
- M - Medicine and Healthcare: Addressing healthcare needs, especially in the wake of the COVID-19 pandemic, with India offering support for strengthening healthcare systems.
Key MoUs and Agreements
During the summit, India and Guyana signed 10 memoranda of understanding (MoUs) in several crucial areas. These MoUs cover key sectors such as healthcare, agriculture, hydrocarbons, and banking, reflecting the growing cooperation between the two nations.
A significant highlight was the hydrocarbons MoU, focusing on collaboration in crude oil sourcing, natural gas, and infrastructure development. Guyana's untapped hydrocarbon reserves make it a critical player in the global energy market, and India is keen to leverage this potential.
Additionally, the two nations pledged to work together on defence, urban development, education, and food security, all crucial areas for mutual growth. PM Modi reaffirmed India's commitment to bolstering these areas and ensuring the continued strengthening of ties.
Reforms and Global South Leadership
A key aspect of India's vision for the future of India-Caribbean relations was its emphasis on the Global South. PM Modi proposed initiatives such as the creation of an online portal designed to promote trade, technology, tourism, talent, and traditions. This portal would serve as a bridge to connect the Caribbean region with India’s vast opportunities in these domains.
Another proposal was the creation of a forensic centre in the Caribbean, aimed at boosting regional capacities in law enforcement and justice. PM Modi also highlighted India's ongoing support for reforming global institutions, such as the United Nations, World Bank, and International Monetary Fund, to better reflect the realities of the Global South.
Guyana President Irfaan Ali expressed his gratitude for India’s critical contributions during the COVID-19 pandemic, especially in providing vaccines, and praised India’s leadership in advancing sustainable development. He also acknowledged India’s role in representing the Global South on the global stage, particularly during its G20 presidency.
As both nations look to the future, the commitments made at the India-Caricom Summit are expected to pave the way for a stronger and more dynamic relationship between India and the Caribbean. With cooperation across agriculture, energy, healthcare, and technology, India and the Caribbean are set to achieve new heights of partnership and mutual benefit.
