In a decisive move to strengthen the global fight against terrorism, India has escalated its diplomatic efforts at the United Nations by urging the listing of The Resistance Front (TRF) as a UN-designated terrorist organization. TRF is widely recognized as a front group for the Pakistan-based terrorist outfit Lashkar-e-Taiba (LeT), which has long been involved in militancy in Jammu and Kashmir and other regions.

On May 14, 2025, a high-level Indian delegation met with senior officials at the United Nations Office of Counter-Terrorism (UNOCT) and the Counter-Terrorism Committee Executive Directorate (CTED) in New York. The delegation’s engagement with Under-Secretary-General Vladimir Voronkov and Assistant Secretary-General Natalia Gherman centered on intensifying global efforts to combat terrorism and curtail the misuse of emerging technologies for terrorist activities. This dialogue is in line with the 2022 Delhi Declaration, adopted under India’s chairmanship of the UN Counter-Terrorism Committee, which emphasizes international cooperation and comprehensive measures to counter terrorism.

Background: The Resistance Front and the Pahalgam Attack

The impetus for this renewed diplomatic drive stems from the brutal terrorist attack in Pahalgam, Jammu and Kashmir, on April 22, 2025, where 26 innocent people, including tourists and a local guide, were massacred. TRF claimed responsibility for this attack, highlighting its active role as a proxy of Lashkar-e-Taiba (LeT), an organization already banned and designated as a terrorist group by multiple countries and the UN Security Council.

Following the Pahalgam attack, India launched Operation Sindoor on May 7, targeting terror camps and infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir. This operation led to the neutralization of over 100 terrorists affiliated with major terror groups such as Jaish-e-Mohammed (JeM), Lashkar-e-Taiba (LeT), and Hizbul Mujahideen (HM).

International and Regional Security Implications

The Indian delegation’s visit to the UN coincided with ongoing efforts to strengthen international counter-terror cooperation. The use of new technologies for terrorist recruitment, coordination, and attacks was a critical agenda item. India emphasized the importance of updating global mechanisms to effectively respond to evolving terror threats.

The escalation of tensions following the Pahalgam attack and Operation Sindoor also saw Pakistan retaliate with cross-border shelling and attempted drone attacks along the Line of Control. These hostilities culminated in coordinated Indian military strikes on Pakistani radar infrastructure, communication centers, and airbases. On May 10, both nations reached an understanding to cease hostilities, underscoring the fragile nature of peace in the region.

Significance of UN Listing

India’s push to designate TRF as a terrorist entity at the UN aims to cut off the group’s access to international funding, recruitment networks, and operational capabilities. A UN listing would require member states to implement stringent sanctions and enhance intelligence-sharing efforts, thereby tightening the global noose around TRF and its parent organization LeT.

Such a move is expected to bolster international consensus against terrorism emanating from Pakistan and strengthen the framework for coordinated counter-terrorism measures worldwide.


India’s diplomatic initiative at the UN reflects its unwavering commitment to eradicating terrorism and safeguarding regional and global security. By seeking the UN designation of TRF, India aims to delegitimize proxy terror groups operating under the guise of local fronts and disrupt their transnational networks. This development also signals India’s strategic use of multilateral platforms to address security challenges posed by terrorist organizations.
