The DRRAF report is part of a broader study conducted across Assam, Odisha, Tamil Nadu, Uttarakhand, and Gujarat, regions highly vulnerable to natural disasters such as cyclones, floods, and earthquakes. The DoT coordinated with State Governments, Telecom Service Providers, and Infrastructure Providers to assess existing vulnerabilities and develop effective disaster mitigation strategies.
Dr. Neeraj Mittal, Secretary (Telecom) & Chairman of the Digital Communications Commission (DCC), highlighted the government’s commitment to enhancing telecom resilience, aligning with the United Nations’ ‘Early Warning for All by 2027’ initiative. The primary goal is to ensure uninterrupted connectivity before, during, and after disasters, safeguarding critical communication networks.
Key Recommendations to Strengthen India’s Telecom Infrastructure
The DRRAF report outlines several key recommendations to fortify telecom networks against disasters. These include:
- Improving Infrastructure Design: Strengthening telecom towers, underground cables, and mobile networks to withstand extreme weather conditions and seismic activities.
- Developing a Multi-Hazard Information Repository: Establishing a centralized database that provides real-time risk assessments and forecast-based alerts to telecom operators.
- Enhancing Financial Safeguards: Encouraging insurance models and risk mitigation funds to help telecom service providers recover quickly after disasters.
- Satellite-Based Communication Deployment: Expanding satellite communication networks to maintain connectivity in remote and disaster-hit areas.
- Real-Time Coordination with State Governments: Strengthening the disaster response mechanism through integrated communication networks and emergency protocols.
