An earlier bust in 2023 uncovered the Randhawa Super-Lab in British Columbia, which reportedly manufactured fentanyl, meth, and cocaine on an industrial scale. Intelligence data estimated the facility could produce 95 million lethal doses of fentanyl, matching Mexican cartel standards. This lab, too, had links to pro-Khalistan activists operating under political covers.

Intelligence sources have highlighted individuals such as Opinder Sian, a Surrey-based gangster and known pro-Khalistan sympathiser, who allegedly ran a meth empire spanning China, Canada, and the US. His network used Chinese chemical precursors, Canadian labs, and Los Angeles export routes, forming a cartel alliance with Italian, Irish, and Mexican mobs.

Funds generated from this trafficking are funneled back into Khalistan-related lobbying, separatist events, and arms smuggling, creating a multi-layered threat matrix that spans continents.

According to top-level intelligence insights, Afghan heroin routed by ISI handlers is increasingly being pushed through Canadian Khalistani networks. The profits serve a dual purpose — bolstering Khalistan separatism in India and supporting Taliban insurgency operations in Afghanistan and beyond.

Investigations point to a deeply embedded politico-financial infrastructure in Toronto and Vancouver, composed of:

  • Underground hawala networks

  • Cash-heavy logistics and freight companies

  • Family-run businesses with extremist affiliations

These provide both storage hubs and money laundering services, shielding the drug trade from law enforcement. Trucking routes across the US–Canada border are frequently used for moving drugs and weapons, according to RCMP and international agencies.

Influential Backers and Political Gatekeepers

Intelligence circles have raised alarms over ISI-linked financiers like Haji Salim, a Dawood Ibrahim aide, who is believed to be a key fund router for both Khalistani and Tamil separatist groups. These networks allegedly use political donations and lobbying in Canada to gain protection.

One name repeatedly flagged is Bilal Cheema, reportedly connected to money transfers to Liberal Party politicians. Through this patronage system, extremist agendas gain both legitimacy and legal immunity, say security analysts.
