In a high-stakes diplomatic engagement, India’s External Affairs Minister S Jaishankar held an important conversation with US Secretary of State Marco Rubio to discuss the swift conclusion of the India-US Bilateral Trade Agreement, at a time when tensions are rising due to steep reciprocal tariffs imposed by the Donald Trump administration. The trade discussions between India and the US had gained momentum following Prime Minister Narendra Modi’s meeting with President Trump in Washington DC in mid-February 2025. Now, with the recent policy shift in the US leaning towards protectionism, both countries are rushing to finalise a bilateral trade pact that ensures balance, mutual growth, and stronger economic cooperation.

Taking to social media platform X (formerly Twitter), Dr. S. Jaishankar posted:
Good to speak with @SecRubio today. We exchanged views on the Indo-Pacific, the Indian sub-continent, Europe, Middle East/West Asia, and the Caribbean... Agreed on the importance of the early conclusion of the Bilateral Trade Agreement. Look forward to staying in touch.

In response, the US Department of State reiterated the importance of the India-US strategic partnership and the necessity of enhancing collaboration across key global regions. It confirmed that both parties addressed the controversial issue of reciprocal tariffs and discussed methods to build a fair and balanced trade relationship.

The imposition of these tariffs, part of a broader strategy by the Trump administration to push for ‘reciprocal trade’, has alarmed India’s industrial stakeholders. While the 10% baseline tariffs on all countries took effect on April 5, 2025, the country-specific 26% tariff on India is scheduled to start on April 9, 2025. This development comes despite New Delhi's hopes of an exemption, given India’s ongoing efforts to strengthen bilateral trade frameworks.

The sudden tariff hike puts Indian exports—ranging from pharmaceuticals to textiles—at a competitive disadvantage in the US market. External Affairs Minister Jaishankar’s dialogue with Marco Rubio is seen as an urgent diplomatic step to express India’s concerns, while seeking clarity and cooperation from the United States.

Trade negotiations are currently focused on multi-sectoral integration, enabling enhanced cooperation in supply chains, technology transfers, and investment opportunities. Interestingly, India’s tariffs remain lower compared to other Asian nations, with the US levying:

  • 46% on Vietnam

  • 36% on Thailand

  • 32% on Indonesia

These countries are more deeply integrated with Chinese supply chains, making India potentially more appealing as a neutral manufacturing and trade hub. Experts believe that India may find a silver lining by leveraging this situation to position itself as a strategic trade partner.

Meanwhile, India’s Ministry of Commerce and Industry is actively reviewing the implications of the new tariffs. It has engaged in consultations with industry representatives and exporters to understand the short and long-term effects, and identify new opportunities that could emerge as other countries get impacted more heavily by US policies.

The Ministry released a statement clarifying that President Trump’s executive order mandates additional duties ranging from 10% to 50% on imports from all global trading partners. While baseline tariffs began on April 5, the country-specific tariffs will be implemented on April 9, 2025, indicating that India still has a short diplomatic window to negotiate.

In the wake of these developments, the early finalisation of the India-US Bilateral Trade Agreement is seen as critical. It not only addresses tariff challenges but also reflects the deepening trust between the world’s two largest democracies. The agreement is expected to include provisions for technology exchange, services liberalisation, dispute resolution mechanisms, and a roadmap for future economic collaboration.
