Jharkhand Turns 24: Unfulfilled Promises for Tribals and Unstable Political Landscape

Jharkhand celebrates its 24th anniversary since its formation on 15 November 2000, after breaking away from Bihar to focus on tribal welfare and the development of its vast mineral resources. The foundation day coincides with the birth anniversary of Birsa Munda, a legendary tribal leader who played a pivotal role in the region's independence struggle and tribal rights.

The Road to Jharkhand's Formation

The demand for a separate Jharkhand state has historical roots dating back to the early 20th century. Jaipal Singh Munda, a former hockey captain, founded the Adivasi Mahasabha in 1938, advocating for a state dedicated to the welfare of tribal communities. The movement gained momentum over the years but was initially sidelined by the States Reorganisation Commission due to concerns about tribal diversity and the economic reliance of Bihar on Jharkhand’s industrial output.

Despite setbacks, the movement revived in the 1980s, led by Shibu Soren, who focused on the exploitation of the Santhal community and the growing discontent over Bihar’s neglect of the region. Despite Jharkhand contributing over 65% of Bihar’s revenue, it received less than 25% of the state's budget, leaving it impoverished and fueling the rise of Naxalism.

The formation of Jharkhand was finally achieved under Prime Minister Atal Bihari Vajpayee’s leadership, with the state divided into five administrative divisions, each with varying concentrations of tribal populations. However, tribals only made up 27.66% of Jharkhand’s population at the time of its formation.

Unmet Promises for Tribals

One of the central issues for the tribal population of Jharkhand has been the failure to fulfill the promises made during the Jharkhand movement. Despite the state’s mineral wealth, the benefits have largely bypassed the tribal communities. Instead, large-scale mining operations have led to the displacement of tribal people, environmental degradation, and the erosion of traditional livelihoods.

Key legislative protections, such as the Chotanagpur Tenancy Act (CNT) and Santhal Parganas Tenancy Act (SPT), designed to safeguard tribal land rights, have been diluted due to corruption and illegal immigration. Bangladeshi immigrants have been settling on tribal lands, often through coercion, leading to tensions and further undermining tribal communities’ control over their ancestral land.

In addition to land encroachment, Christian conversion has emerged as another significant challenge for the tribal population. Many tribals, seeking better opportunities in education and healthcare, have been drawn to conversion, leading to cultural dilution. Despite the Jharkhand Freedom of Religion Act (2017), aimed at curbing forced conversions, critics argue that it ignores the underlying issues driving tribals toward religious conversion, including poverty, lack of education, and healthcare deficits.

Political Instability and Development Gaps

Political instability in Jharkhand has hindered progress. Over the past 24 years, Jharkhand has seen 13 chief ministers take office, with shifting allegiances among political parties. BJP and JMM have often competed for tribal votes, with BJP focusing on OBCs and backward classes, while JMM seeks to consolidate tribal support.

Despite Jharkhand's resource wealth, the state struggles with significant development gaps. Infrastructure remains underdeveloped, with poor road density, inadequate metalled roads, and insufficient highway networks. These infrastructure shortcomings have resulted in poor access to basic services like electricity, especially for the tribal population living in hilly and remote areas.

Moreover, migration from rural to urban areas is a growing trend among the younger generation, as they seek economic opportunities in cities, leading to a disconnection from their roots. The coal-rich regions of Dhanbad and Bokaro have seen a substantial migrant population, leading to increased cultural and political tensions.

The Growing Divide Between Tribal and Non-Tribal Communities

The tribal and non-tribal communities in Jharkhand are increasingly at odds. Non-tribals, including Biharis, Bengalis, and Kurmis, have made up a large part of the state’s industrial workforce, leading to distinct economic and cultural divides. Muslim communities in districts like Sahibganj, Pakur, and Godda have also increased in number, further altering the region's demographic balance.

Political leaders like Jairam Mahato, a prominent leader of the Kudmi community, have raised concerns over migrant dominance, claiming that Jharkhand belongs only to Jharkhandis. This ethnic divide is quickly escalating into violence, as tensions between different groups intensify.

Conclusion: Focused Policies Needed for Progress

The tribal areas of Jharkhand require focused policies that address land rights, cultural preservation, and access to basic services like education, healthcare, and infrastructure development. Non-tribal areas, on the other hand, need targeted efforts to foster industrial growth, job creation, and economic opportunities.

The state’s future hinges on political stability and inclusive development, ensuring that the tribal communities see real benefits from Jharkhand’s rich resources, while fostering economic harmony and cultural preservation for all its citizens.
