Official Nomination:

The official nomination was communicated by Ashish Kundra, the LG's secretary, to Delhi Chief Secretary Naresh Kumar. The communication confirmed that the Lieutenant Governor was pleased to nominate Minister Kailash Gahlot for this significant task, and necessary arrangements were instructed to be made accordingly.

Background of the Standoff:

The situation surrounding the flag hoisting ceremony became complicated after it was reported that Delhi Chief Minister Arvind Kejriwal, who is currently in Tihar Jail, wanted Education Minister Atishi to hoist the flag in his place during the Delhi government's Independence Day program. This intention was shared by Delhi Minister Gopal Rai in a letter to the Additional Chief Secretary of the General Administration Department (GAD) on August 12.

However, the GAD refused to comply with this directive, with Navin Kumar Chaudhary, the additional chief secretary of GAD, stating that the CM's direction was "legally invalid" and could not be acted upon.

Kejriwal's Communication and Response:

In a letter to L-G VK Saxena last week, Kejriwal reiterated his wish for Atishi to hoist the national flag. However, the LG's office maintained that they had not received any such communication from the Chief Minister, as reported by news agency PTI.

Moreover, the Tihar Jail authorities informed Kejriwal that his letter to Saxena was considered "an abuse of privileges" granted to him under the Delhi Prison Rules, and as such, it was not forwarded to the intended recipient.
