1. The creation of 200 new PGT positions aims to improve the quality of education for Children with Disabilities in Delhi.

2. Current staffing shortages hinder the ability to serve over 9,500 CwD enrolled in government schools effectively.

In a significant move to enhance the educational landscape in Delhi, Lieutenant Governor V K Saxena has approved the creation of 200 additional posts for Post Graduate Teachers (PGTs) in government schools. This initiative aims to address the pressing need for specialized educational support for Children with Disabilities (CwD), who currently face challenges in receiving adequate educational resources.

The newly established positions will be filled on a regular basis within the government schools under Delhi's Directorate of Education and will be compensated at pay matrix level 8 (₹47,600 - ₹1,51,100). This decision not only aims to increase the number of qualified teachers available but also targets the underlying issues of favouritism, corruption, and breaches of reservation norms often associated with non-permanent posts. The Lieutenant Governor's office stated that this move is pivotal in ensuring a more equitable and supportive educational environment for all students.

Currently, there are over 9,500 Children with Disabilities enrolled in classes 9 to 12 in Delhi government schools. However, the system is significantly strained, with only 283 PGTs for Special Education available to meet the needs of these students against the 301 sanctioned posts. This shortfall has left many students underserved and unable to access the necessary support required for their academic success.

Presently, 609 government schools in the capital cater to CwD at the senior secondary level. Yet, the limited number of special education teachers has posed severe challenges for these institutions in fulfilling the daily inclusive education needs. The newly approved posts are expected to enhance the existing workforce, ensuring that the government's inclusive education policies are implemented effectively and in alignment with key legislative frameworks such as the Right to Education Act 2009, the Rights of Persons with Disabilities Act 2016, and the National Education Policy 2020.

This decision follows a thorough collaborative assessment process led by the Directorate of Education, in consultation with the Administrative Reform, Planning, and Finance Departments of the Delhi government. Saxena has emphasized the urgency of permanently filling vacant positions in government schools through timely examinations conducted by the Delhi Subordinate Services Selection Board (DSSSB).

As part of an ongoing recruitment drive, this initiative aims to tackle additional vacancies, including those for Post Graduate Teachers, Trained Graduate Teachers, and Nursery Teachers in Delhi's government schools. This recruitment is crucial not only for enhancing educational quality but also for ensuring that the rights of all students, particularly those with disabilities, are upheld within the educational system.

By creating these additional teaching positions, the Delhi government takes a significant step toward fulfilling its commitment to inclusive education, ensuring that every child, regardless of their physical or mental challenges, has access to quality education.
