In a significant move to enhance Maharashtra’s maritime infrastructure, the Maharashtra Maritime Board (MMB) has awarded a Letter of Intent (LOI) for the Development, Operation, Management, and Maintenance of an All-Weather Multipurpose Port at Murbe village in the Palghar District of Maharashtra. The project is to be developed under the Public Private Partnership (PPP) model, following the Design, Built, Own, Operate, and Transfer (DBOOT) framework.
This LOI marks an "In-Principle" approval, valid for 24 months, subject to the fulfillment of terms and conditions laid out in the agreement. After meeting these conditions, the Maharashtra Maritime Board will enter into a Concession Agreement (CA) for the project, which will be valid for 70 years. The LOI is part of the Maharashtra Maritime Development Policy 2023 (MMDP 2023), aiming to boost the state’s port infrastructure in alignment with national maritime goals.
Key Highlights of the Project
The Murbe Port Project is expected to play a pivotal role in enhancing maritime trade in the region. As part of the Public Private Partnership initiative, the port will be designed to handle multi-purpose cargo operations while ensuring it remains operational throughout the year, irrespective of weather conditions. This strategic location in the Palghar District will serve as a critical point for handling regional and international trade.
Under the DBOOT model, the private sector will be responsible for the design, construction, operation, and maintenance of the port for the stipulated period of the concession agreement. At the end of the concession term, the ownership will be transferred to the Maharashtra Maritime Board.
Terms and Conditions
The LOI is valid for 24 months, during which the selected entity must meet the terms and conditions stipulated in the agreement. These terms include fulfilling environmental, legal, and operational requirements before signing the Concession Agreement. Once these are completed, the Concession Agreement will allow for the port’s operation for 70 years under the private partner’s management.
The royalty payable by the private partner will be based on the per metric ton of cargo handled and will be escalated every 5 years. These terms are in line with the Maharashtra Maritime Development Policy 2023 (MMDP 2023), which provides a framework for the development and management of ports in Maharashtra.
Financial and Operational Impact
Although the broad consideration or size of the contract has not been disclosed, the project is expected to bring significant investments into the region. The Murbe Port is poised to become a vital hub for maritime trade in the western coastal region of India. The development will likely lead to job creation, an increase in local business opportunities, and enhanced trade routes for goods entering and leaving India.
Public Private Partnership (PPP) Model and Future Prospects
The Public Private Partnership (PPP) model used for this project follows the Design, Built, Own, Operate, and Transfer (DBOOT) system, which has been successfully implemented in various infrastructure projects across India. This model allows the private sector to invest in the project while taking on the responsibility for the design and construction, as well as the operational management of the port for the duration of the concession period.
Once fully operational, the Murbe Port will cater to a wide range of maritime activities, including cargo handling, logistics support, and maintenance services. The development of this all-weather, multipurpose port will support Maharashtra’s growing demand for maritime services and further strengthen the state’s position as a leading hub for coastal trade.
The Maharashtra Maritime Development Policy 2023 has been instrumental in promoting the development of new port projects and improving existing infrastructure. The Murbe Port Project, with its strategic location and advanced operational model, is expected to bring significant long-term benefits to the region.
