Muizzu introduced his 'Maldives First' policy, which he claims is essential for the Maldives to diversify its international relations and reduce over-dependence on any single country. He elaborated on the deep-rooted ties between the Maldives and India, stating, "This historic relationship is intertwined like the roots of a tree... built on centuries of exchange and shared values. The relationship between the Maldives and India has always been strong."

Shortly after his inauguration, he called for the withdrawal of Indian military personnel from the Maldives, which strained diplomatic ties.
