Muizzu introduced his 'Maldives First' policy, which he claims is essential for the Maldives to diversify its international relations and reduce over-dependence on any single country. He elaborated on the deep-rooted ties between the Maldives and India, stating, "This historic relationship is intertwined like the roots of a tree... built on centuries of exchange and shared values. The relationship between the Maldives and India has always been strong."

The Maldives' relationship with India has been tested since Muizzu took office in November, particularly given his pro-China leanings. Shortly after his inauguration, he called for the withdrawal of Indian military personnel from the Maldives, which strained diplomatic ties. The presence of foreign military in the Maldives has been a contentious issue, and Muizzu has been vocal about addressing this concern. He denied having an "India Out" agenda but acknowledged the "serious problem" posed by foreign military presence on Maldivian soil.

As part of his itinerary, Muizzu plans to visit Mumbai and Bengaluru, where he will attend various business events, reinforcing the potential for economic cooperation between the two nations. The focus on business ties highlights the Maldives' intent to engage with India not only diplomatically but also economically.
