In a bold push to galvanise global opinion against terrorism and deepen ties with the Global South, Prime Minister Narendra Modi will embark on a five-nation tour from July 2 to July 9, 2025, covering Ghana, Trinidad and Tobago, Argentina, Brazil, and Namibia. The high-stakes diplomatic mission will culminate in the BRICS Summit in Rio de Janeiro, scheduled for July 6–7, where India is expected to strongly advocate for global action following the Pahalgam terror attack and the subsequent Operation Sindoor.
Pahalgam Attack and Operation Sindoor Set the Tone
India’s diplomatic push comes against the backdrop of the April 22 Pahalgam attack that claimed 26 civilian lives in Jammu & Kashmir. In retaliation, India launched Operation Sindoor on May 7, targeting terror infrastructure in Pakistan. The cross-border operation has since become the cornerstone of India’s counter-terrorism narrative on the global stage.
The Ministry of External Affairs (MEA), through Secretary (Economic Relations) Dammu Ravi, confirmed that all BRICS nations had responded to the incident with “understanding, sympathy and solidarity.” Ravi further stressed that the leaders’ declaration at the upcoming BRICS Summit will reflect a unified condemnation of terrorism, reinforcing India’s call for “no leniency or exceptions” in fighting cross-border threats.
A Summit Without Xi and Putin, But India Leads
Interestingly, Chinese President Xi Jinping and Russian President Vladimir Putin are not attending this year’s BRICS Summit, leading many to question whether the absence of two key members could diminish its impact. However, Indian officials insist that India remains committed to multilateralism and will champion global counter-terrorism consensus at the forum.
India is also slated to chair BRICS in 2026, making this summit a pivotal moment for setting the stage for New Delhi’s leadership next year.
“There’s no division within BRICS on terrorism,” said Ravi. “The declaration reflects India’s firm stance on this issue.”
Championing the Global South: India’s Expanding Role
The broader agenda of the visit reflects India's renewed strategic focus on the Global South—a term encompassing emerging economies in Africa, Latin America, and the Caribbean. Each stop on PM Modi's itinerary is aimed at fortifying regional partnerships by promoting economic cooperation, access to critical minerals, defence ties, fintech interoperability, and cultural exchange.
This outreach follows India’s 2023–2024 G20 presidency, where PM Modi repeatedly called for inclusive development and positioning India as a bridge between the developed and developing world.
Key Country-wise Focus Areas
1. Ghana: Boosting Bilateral Trade and Investments
PM Modi will be the first Indian prime minister in over three decades to visit Ghana. Talks will focus on:
-
Enhancing bilateral trade, currently around $3 billion, with gold exports from Ghana dominating.
-
Increasing Indian investments, already totalling approximately $2 billion in infrastructure, technology, and manufacturing.
-
Cultural outreach with the Indian diaspora, and capacity-building in defence and digital sectors.
2. Trinidad and Tobago: Shared Heritage, Strategic Talks
Trinidad and Tobago, home to a large Indian-origin population, will see:
-
Engagements on diaspora relations, youth exchange, and cultural heritage.
-
Expansion of maritime cooperation, trade, and renewable energy partnerships.
3. Argentina: Trade and Lithium Diplomacy
Argentina will be a critical stop due to:
-
India’s push to secure lithium reserves, a strategic asset for the electric vehicle (EV) and renewable energy sectors.
-
Boosting bilateral trade, currently hovering around $3.6 billion, primarily in agricultural products and pharmaceuticals.
4. Brazil: BRICS, Bilateral Talks, and Strategic Ties
In Brazil, PM Modi will:
-
Attend the BRICS Summit in Rio de Janeiro on July 6–7.
-
Hold a bilateral meeting with President Lula da Silva on July 8 in Brasília to discuss:
-
Oil & gas cooperation
-
Space and technological collaboration
-
Trade expansion, which stands at $12.2 billion, tilted in India’s favour.
-
-
Discuss joint ventures in renewable energy and climate resilience.
5. Namibia: Fintech and Energy Agreements
This will be the first Indian PM visit to Namibia in 27 years. Key announcements include:
-
Signing of an interoperability agreement between India’s UPI system and Namibia’s payment platforms—a first in Africa.
-
Discussions on energy exploration, critical minerals, and capacity-building initiatives.
-
Strengthening India-Namibia cooperation in wildlife conservation and eco-tourism.
Strategic Objectives and Symbolism
PM Modi’s trip is not just symbolic; it is a strategic statement. By engaging both Africa and Latin America in one tour, the government is signalling its intention to become a south-south cooperation hub, especially as rival nations increasingly focus on similar diplomacy.
The inclusion of security cooperation and terrorism in bilateral dialogues underscores India’s resolve to internationalise the threat posed by Pakistan-backed terror networks post-Pahalgam.
Moreover, expanding fintech through UPI exports, securing lithium reserves, and negotiating trade frameworks all serve the long-term goals of economic resilience, technological self-sufficiency, and geopolitical balance.
Conclusion: India’s Global South Gambit Gains Momentum
As India transitions from a regional player to a global diplomatic force, the July 2–9 five-nation tour reflects New Delhi’s confidence and ambitions on the international stage. By blending counter-terrorism diplomacy with economic outreach and cultural engagement, the government is carefully crafting a multilayered foreign policy that combines hard power with soft power.
Whether through Operation Sindoor diplomacy at BRICS or fintech collaboration in Africa, PM Modi’s mission is clear: align India’s aspirations with those of the Global South, while rallying international solidarity on issues that threaten peace and development.
As India prepares to chair BRICS in 2026, this tour may very well be the diplomatic dress rehearsal for a far more prominent role on the global stage.
