The Monsoon Session of Parliament 2025 commenced on July 21 with 21 sittings scheduled over 32 days, amid expectations of intense political confrontation between the ruling Bharatiya Janata Party (BJP) and the Congress-led INDIA bloc. The very first day of the session saw raucous scenes in the Lok Sabha, with opposition members disrupting proceedings over Operation Sindoor, the Pahalgam terror attack, and the Special Intensive Revision (SIR) of electoral rolls in Bihar.
Om Birla's Appeal and Lok Sabha Adjournment
Lok Sabha Speaker Om Birla, while trying to maintain order in the House, stated that Operation Sindoor and other important matters would be taken up after the Question Hour, urging MPs to allow the House to function and engage in meaningful debate. Despite his appeal, the Lok Sabha was adjourned till noon shortly after it convened.
The Rajya Sabha and Lok Sabha both began proceedings by paying homage to victims of the recent Pahalgam terror attack and the tragic Air India AI 171 crash in Ahmedabad, which killed 260 people, including former Gujarat Chief Minister Vijay Rupani.
Prime Minister Modi’s Address and Focus on National Strength
In his address to the media, Prime Minister Narendra Modi declared the Monsoon Session a “celebration of victory”, praising India's military prowess showcased during Operation Sindoor. He highlighted that:
-
“The target set by the Indian Army in Operation Sindoor was achieved 100%.”
-
“Terrorist masters' homes were destroyed within 22 minutes.”
-
The world is increasingly drawn to Made in India military weapons, adding to India’s rising defence profile.
PM Modi also linked economic progress and defence innovation, noting India’s fast track toward becoming the third-largest economy globally.
Opposition Uproar and Issues Raised
Despite the PM's address, the opposition was far from satisfied. Members of Parliament from various INDIA bloc parties, including Congress, DMK, Shiv Sena (UBT), CPI, and CPI(M), raised serious objections over what they called:
-
A lack of transparency around Operation Sindoor.
-
Failure to prevent or respond adequately to the Pahalgam terror attack.
-
Alleged manipulation and undue haste in Bihar’s voter list revision via the Special Intensive Revision (SIR) process.
Multiple Adjournment Motions and Rule 267 Notices
The session saw a slew of motions filed by opposition MPs:
-
Congress MP Manickam Tagore submitted an adjournment motion to discuss national security and foreign policy failure post-Pahalgam attack.
-
Congress MP Renuka Chowdhury and Randeep Surjewala sought debate under Rule 267 in the Rajya Sabha.
-
Congress MP Syed Naseer Hussain also filed a notice to deliberate on Bihar’s SIR exercise, citing threats to democratic integrity.
Statements from INDIA Bloc Leaders
-
Priyanka Chaturvedi (Shiv Sena-UBT) vowed to raise concerns about intelligence lapses, impact on tourism, and terrorist arrests.
-
CPI(M) MP Amra Ram criticized the lack of a special session following the Pahalgam attack.
-
CPI General Secretary D Raja confirmed that INDIA bloc MPs would pressure PM Modi for a formal statement.
Government's Legislative Agenda
Despite the political storm, the government has outlined an ambitious legislative roadmap, planning to introduce several critical bills, including:
-
National Sports Governance Bill
-
Mines and Minerals (Development and Regulation) Amendment Bill
-
National Anti-Doping (Amendment) Bill
-
Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill
-
Manipur GST (Amendment) Bill
-
Jan Vishwas (Amendment of Provisions) Bill
-
Indian Institute of Management (Amendment) Bill
-
Taxation Laws (Amendment) Bill
-
Merchant Shipping Bill, 2024
-
Indian Ports Bill, 2025
Additionally, the Income Tax Bill, 2025—referred to a Select Committee earlier—will be presented in Lok Sabha after the panel adopted its report.
Impeachment Motion Against Justice Yashwant Verma
A new flashpoint emerged with reports that over 100 MPs in Lok Sabha and 50 in Rajya Sabha have signed an impeachment motion against Justice Yashwant Verma. The motion cites alleged “corruption in judiciary”, and the government appears ready to table the motion during this session.
Calls for Unity and Constructive Deliberation
Vice President Jagdeep Dhankhar, chairing the Rajya Sabha, called on all parties to maintain bonhomie and mutual respect, emphasizing that “constructive politics” and meaningful discussions were essential to upholding India's democratic values.
Echoing this sentiment, Lok Sabha Speaker Om Birla appealed via X (formerly Twitter), stating that democracy’s dignity and the prestige of Parliament must be upheld during this crucial session.
What Lies Ahead
This Monsoon Session is likely to be one of the most confrontational in recent years, given the volatile mix of national security concerns, electoral fairness debates, and foreign policy criticism. At the heart of the tension is Operation Sindoor, a covert military retaliation that has not yet been fully debated in Parliament. With the opposition determined to extract answers and the ruling party holding its ground on military success and national pride, the session promises high-stakes debates.
Meanwhile, key issues like aviation safety, following the AI 171 crash, and the status of electoral preparations in poll-bound states like Bihar, will also see heated deliberations.
As Parliament resumes after the lunch adjournment, all eyes will be on whether constructive discussions prevail or the session descends into further disruption.
