The process, conducted by the Urban Development Department, determines the reservation categories for mayoral posts across all 29 municipal corporations in the state. These categories include General, Women, Scheduled Caste (SC), Scheduled Tribe (ST), and Other Backward Classes (OBC). Once the lottery determines the category, eligible candidates can file their nominations for the mayoral elections. The BMC elections, along with elections for 28 other civic bodies in Maharashtra, were held on January 15, 2026.

According to the existing rules, a municipal corporation with three or fewer ST-reserved seats cannot allocate the mayoral post to the same category. In Mumbai’s case, with only two ST-reserved seats out of 227, it was constitutionally impossible for an ST candidate to assume the mayoral role this term.
