  1. Government issues new vegetable oil regulation to improve transparency and monitoring in the sector.

  2. Producers must now follow stricter registration, labelling, and reporting norms under the new order.

  3. The move aims to ensure quality, prevent adulteration, and improve consumer confidence in edible oils.

In a significant regulatory move aimed at strengthening oversight in India's edible oil sector, the Government of India has notified a new vegetable oil regulation order to bring greater transparency, safety, and accountability in the production, packaging, and distribution of vegetable oils.

This newly notified order replaces outdated provisions and introduces stringent requirements for registration, reporting, and traceability for producers, refiners, importers, and distributors operating in the vegetable oil ecosystem.

The move comes amid growing concerns over adulteration, mislabelling, and lack of clarity in the supply chain, which often impacts consumer health, product authenticity, and price fluctuations.

Key provisions of the new vegetable oil regulation order

Under the new order, the following key rules have been enforced:

  • Mandatory registration of all vegetable oil producers and refiners with the relevant government authority.

  • Quarterly reporting of production volumes, import details, and stock positions to help the government maintain supply visibility.

  • Strict compliance with packaging and labelling norms, including clear mention of oil origin, processing type (refined or cold-pressed), and expiry date.

  • QR-code or barcode tracking to improve traceability in the retail supply chain.

  • Random testing and sampling by government inspectors at warehouses, retail outlets, and manufacturing units.

  • Immediate reporting of imported oil shipments, particularly palm oil, soybean oil, and sunflower oil, which dominate Indian imports.

These measures are designed to help consumers make informed decisions, enhance regulatory monitoring, and protect the integrity of India's food supply.

Why this move was needed

India is one of the largest consumers and importers of vegetable oil in the world. The country imports nearly 60% of its edible oil requirements, including palm oil from Indonesia and Malaysia, soybean oil from Argentina, and sunflower oil from Ukraine.

In recent years, the vegetable oil market has faced challenges such as:

  • Rising adulteration with non-edible or lower-grade oils

  • Lack of uniform labelling standards

  • Hoarding and speculative pricing during global supply disruptions

  • Limited domestic traceability in the production and sale of oils

These issues have led to consumer distrust, supply chain inefficiencies, and frequent calls for better oversight mechanisms. The new regulation addresses these concerns by making it mandatory for companies to adhere to transparent practices.

Role of food safety authorities

The new regulation will be jointly enforced by:

  • The Food Safety and Standards Authority of India (FSSAI)

  • The Department of Food and Public Distribution (DFPD)

  • The State Food Safety Departments

FSSAI, in particular, will monitor compliance with food quality standards, ensuring that all oils meet safety norms such as peroxide value, acid value, and solvent residues.

Manufacturers who fail to comply could face:

  • Hefty fines and penalties

  • Suspension or cancellation of licenses

  • Mandatory product recalls or destruction of non-compliant batches

Registration and documentation requirements

All entities dealing with vegetable oils—be it refiners, importers, blenders, or repackagers—will need to register their facilities with the designated regulatory body. Required documents include:

  • Manufacturing license

  • Source of raw material or imported consignments

  • Quality certification and lab test reports

  • Stock audit and warehouse declarations

This process will create a central database of vegetable oil operators, enabling authorities to better monitor the supply chain, identify market manipulation, and track the origin of contaminated or substandard products.

Impact on small and medium enterprises (SMEs)

While large edible oil firms may already have systems in place, small and medium-sized producers may face initial challenges in meeting the new requirements. To support them, the government plans to:

  • Offer technical guidance and capacity-building programs

  • Set up digital portals for simplified registration and compliance

  • Provide training on updated packaging and quality standards

This ensures that even the unorganised sector aligns with the broader goals of consumer safety and transparent trade.

Benefits to consumers and the industry

The new regulation is expected to bring multiple advantages:

  • Improved product quality and purity, reducing health risks

  • More accurate labelling, helping buyers understand oil sources and types

  • Faster recall of harmful or adulterated products

  • Lower chances of price manipulation and black marketing

  • Greater consumer trust in branded and non-branded oils

Retailers will also benefit by being able to offer better-documented, authentic oil products, backed by regulatory oversight.

Support from industry bodies

Major industry bodies such as the Solvent Extractors’ Association of India (SEA) and Indian Vegetable Oil Producers’ Association (IVPA) have welcomed the move. They believe that the new order will:

  • Promote fair competition

  • Level the playing field for compliant manufacturers

  • Discourage fly-by-night operators from entering the market

  • Improve the global image of India’s edible oil industry

They have urged the government to ensure consistent enforcement across all states and prevent overlapping regulations that could confuse smaller stakeholders.

Digital tools and supply chain technology

To aid transparency, the regulation encourages the use of digital supply chain tools, including:

  • Blockchain-based ledgers for traceability

  • Cloud-based reporting systems for real-time updates

  • Mobile applications for consumers to scan packaging and verify authenticity

This tech-first approach will not only reduce corruption but also empower buyers to make safer choices while encouraging companies to digitally transform their operations.
