Pakistan refuses to play in Asia Cup hockey in India despite visa assurance

The long-running sporting tensions between India and Pakistan took another hit as Pakistan officially pulled out of the upcoming Asia Cup men’s hockey tournament, scheduled to be held in Rajgir, Bihar, from August 29 to September 7, 2025.

According to a Hockey India official, the Indian government had approved visas for the Pakistan team well in advance. However, the Pakistan Hockey Federation (PHF) informed the Asian Hockey Federation that it would not be sending its team, citing security concerns in India.

“PHF has written a letter stating it won’t be able to compete in the Asia Cup due to security concerns. We have now invited Bangladesh to take their place,” said the official while speaking to The Hindu.

This development comes despite assurances from the Indian government as early as July 2025 that no team from Pakistan would be denied entry for the tournament. It’s understood that the Indian authorities were ready to issue visas to all Pakistani players and staff.

However, the Pakistan government reportedly issued a new directive, instructing all sports federations not to accept any invitation to visit India without its explicit political clearance. This change in policy may have played a key role in PHF’s decision.

History of Uncertainty and Political Tensions

Pakistan’s participation had remained uncertain for weeks, largely due to strained Indo-Pak relations, and also because of the PHF’s demand to relocate the tournament to a neutral venue for security reasons.

The Asia Cup is a significant tournament as it serves as a qualifying event for the 2026 Hockey World Cup. By opting out, Pakistan’s hockey team now risks losing critical ground in international rankings and qualification stakes.

This isn’t the first time Pakistan has missed an international tournament in India. Back in 2016, Pakistan had to withdraw from the Junior World Cup, which India went on to win, following the Pathankot and Uri terror attacks.

Bangladesh Steps In, But Future Still Unclear

With Pakistan officially pulling out, the Asian Hockey Federation and Hockey India have extended an invitation to Bangladesh, which has now been confirmed as a replacement.

While this ensures the Asia Cup will proceed smoothly, the withdrawal has raised new questions about Pakistan’s future participation in upcoming tournaments hosted in India.

The most immediate concern is the Junior World Cup (JWC), scheduled to be held in Chennai and Madurai between November and December 2025. There is now significant doubt over whether Pakistan will participate in that event, given the current stance of their government.

Last Visit Was Recent, Yet Uncertainty Prevails

Interestingly, the Pakistan hockey team had travelled to India just last year, in 2023, to participate in the Asian Champions Trophy in Chennai, where they finished fifth in a six-team tournament. That visit had taken place smoothly without any major incident, raising questions over the timing and rationale of the current security concerns.

The refusal to play, despite visa assurances, appears to be more politically motivated than based on actual risk assessments, according to some senior officials familiar with both sporting bodies.

Impact on Sports Diplomacy

This decision further dims the prospects of sports diplomacy between India and Pakistan, which has already suffered setbacks across cricket, hockey, and other major team sports. With a global audience keen to see the traditional rivalry reignited, the repeated pullouts and cancellations only deepen the divide.

Analysts say such incidents are likely to influence tournament planning and invitations for upcoming continental and global events. The Asian Hockey Federation may now consider alternative policies for host-nation relations, especially when critical matches involve India and Pakistan.

With only a few weeks left for the Asia Cup, focus will now shift to tournament logistics with Bangladesh’s inclusion, and whether the vacant spot will alter the competitive dynamics of the qualification pathway to the 2026 World Cup.

As for India’s position, Hockey India has maintained that all efforts were made to accommodate the Pakistani team and ensure a safe environment, pointing toward a genuine willingness to keep sports above politics — a sentiment not fully reciprocated this time.
