Government aims to prevent misinformation and deepfake content while improving provincial coordination
Pakistan ranked second in the Global Terrorism Index 2025 due to a sharp rise in terror-related deaths

In a high-level security meeting chaired by Prime Minister Shehbaz Sharif, Pakistan has decided to launch a media-driven counter-extremism strategy that includes films, dramas, and digital content to combat terrorism narratives. The initiative aims to promote pro-state messaging while exposing anti-state elements responsible for violent acts like the recent Jaffar Express attack in Balochistan.

Use of National Action Plan (NAP) for Media Strategy

The National Action Plan (NAP) will serve as the foundation for this initiative. The government will focus on:
???? Developing an active counter-narrative against terrorism and extremism
???? Strengthening security coordination among provinces
???? Preventing the spread of anti-state propaganda on traditional and digital media

Authorities will regulate content that threatens national security and public harmony while ensuring that youth engagement through entertainment media remains a key focus.

Jaffar Express Attack and Rising Terrorism in Pakistan

The government’s decision comes after the Balochistan Liberation Army (BLA) attacked the Jaffar Express train on March 11 in Bolan district, killing 21 passengers and four soldiers. The military later neutralized all 33 terrorists involved in the incident.

In 2024, Pakistan was ranked the second-most terrorism-affected nation according to the Global Terrorism Index 2025, rising from fourth place due to a 45% increase in terrorism-related deaths. The total number of deaths surged from 748 in 2023 to 1,081 in 2024, making it one of the deadliest years for the country.

Fighting Misinformation and Digital Threats

Recognizing the growing threat of digital misinformation and deepfake content, Pakistan's leadership has committed to:
Promoting verified information through digital platforms
Countering fake news and anti-state narratives
Using social media to spread government-endorsed content

Integration of Counter-Terrorism Education in Curriculum

To ensure a long-term impact, the government will introduce counter-terrorism education in the national curriculum. This step aims to:
???? Educate future generations about terrorism risks
???? Prevent youth radicalization through awareness
???? Encourage social cohesion and patriotism

Pakistan's Counter-Terrorism Efforts Moving Forward

With rising terrorist attacks in Khyber Pakhtunkhwa and Balochistan, the government is taking a multi-pronged approach to fighting extremism. Media campaigns, educational reforms, and digital countermeasures will play a crucial role in safeguarding national security.
