Parliament Monsoon Session Day 1: Lok Sabha adjourned amid Operation Sindoor row

The Monsoon Session of Parliament kicked off on Monday, July 21, 2025, but the first day was marked by disruptions and adjournments. The Lok Sabha was adjourned shortly after assembling, following loud protests from Opposition parties demanding a full-fledged debate on Operation Sindoor and Prime Minister Narendra Modi’s public comments on national security and foreign policy.

Before the start of proceedings, PM Modi addressed the media, stating that this session should be a celebration of India’s success in Operation Sindoor, referring to the recent military offensive hailed by the government as a “decisive blow against cross-border terrorism.” He urged for constructive debates and cooperative spirit in both Houses.

However, Opposition MPs stormed the Well of the House, demanding that the Prime Minister clarify remarks related to Operation Sindoor, as well as alleged intelligence lapses tied to the Pahalgam terror attack and former U.S. President Donald Trump’s claims of India-Pakistan mediation. The House was adjourned within minutes amid slogan-shouting and chaos.


Rijiju: Final call on discussions lies with Business Advisory Committees

In an official briefing, Parliamentary Affairs Minister Kiren Rijiju stressed that any decision on holding specific debates — including those on Operation Sindoor, foreign policy, or internal security — will be made by the Business Advisory Committees (BAC) of the Lok Sabha and Rajya Sabha. These committees, composed of representatives from all parties, determine the agenda and timing of discussions.

Rijiju said:

“The Government is not running away from any discussion. But Parliament has well-established rules and procedures. It is the BACs that decide what gets listed.”

The Opposition, however, accused the Government of “dodging accountability”, especially after Trump’s repeated remarks that he was involved in mediation talks between India and Pakistan, which New Delhi has consistently denied.


Celebration or Controversy: Operation Sindoor in the Spotlight

Operation Sindoor, launched earlier this year, has been promoted as a major anti-terror operation conducted by Indian forces along the Line of Control (LoC). While the government credits it as a resounding success, the Opposition questions the timing, transparency, and lack of a parliamentary briefing.

PM Modi, speaking ahead of the session, said:

“The success of our soldiers in Operation Sindoor must inspire Parliament to work with the same unity and determination.”

However, Opposition leaders argue that any military operation of such scale must be debated in Parliament with details shared, especially in the backdrop of unanswered questions surrounding the Pahalgam attack.


Opposition Strategy: Unemployment, Bihar SIR, and Foreign Policy

This Monsoon Session is expected to be stormy, with the INDIA bloc indicating that it will raise a range of issues, including:

  • Rising unemployment

  • Concerns over the Special Intensive Revision (SIR) process in Bihar, which some allege resembles a citizenship verification drive

  • Claims of India's diplomatic isolation and missed foreign policy opportunities

Leaders have expressed displeasure that PM Modi has yet to comment in Parliament on these matters, including the allegations made by Donald Trump, and increasing tensions with China and Pakistan.


Outlook: Will debates move forward this week?

The real question is whether Parliament can move past procedural delays and disruptions to address pressing national issues. Both the Lok Sabha and Rajya Sabha BACs are expected to meet in the coming days to finalise the business schedule.

There is intense public interest in Operation Sindoor and the government's counter-terrorism efforts, but without parliamentary discussion, clarity may remain elusive.

For now, Day 1 ended without any legislative business being conducted, and political tempers are likely to stay high in the days to come.
