The Winter Session of Parliament began on November 25, 2024, amidst expectations of a stormy start. The Prime Minister Narendra Modi-led Union government has outlined an ambitious agenda for the session, which includes 16 bills for consideration, introduction, and passage. Among the most controversial bills is the Waqf (Amendment) Bill, 2024, which aims to curtail the powers of the Waqf board. Introduced earlier in the Monsoon session, the Bill faced a ruckus in the house and was subsequently referred to a Joint Parliamentary Committee for further scrutiny. The Waqf Bill is expected to be one of the central legislative debates during the session.
In addition to this bill, the Opposition INDIA bloc has raised multiple demands for discussions on pressing issues, including bribery allegations against the Adani Group and the ongoing violence in Manipur. The Opposition parties have also been calling for a debate on the recent political developments in the country, particularly after the BJP-led National Democratic Alliance (NDA) emerged victorious in Maharashtra and Haryana in recent elections. On the other hand, the INDIA bloc has seen success in Jammu and Kashmir and Jharkhand, creating a complex political dynamic for this session.
Leader of Opposition in Rajya Sabha, Mallikarjun Kharge, is expected to lead the Opposition strategy for the Winter Session, which will include raising the Manipur violence issue. The situation in Manipur has seen intense protests and calls for stronger government intervention to address ethnic violence, making it a key point of contention for the Opposition.
Another major issue that is expected to dominate the Winter Session is the bribery charges involving the Adani Group. Recently, Gautam Adani, one of the world’s richest men, along with several other individuals, was indicted by US prosecutors for allegedly engaging in a $265 million fraud scheme to bribe Indian government officials to secure power-supply deals. The Adani Group has strongly denied the allegations, calling them baseless. The Opposition is likely to corner the government on this issue, demanding further investigation and transparency.
Kiren Rijiju, the Parliamentary Affairs Minister, addressed the media following an all-party meeting held in Delhi, stating that the government is ready to discuss any topic during the session, but emphasized the importance of maintaining order in the Parliamentary proceedings. He called for cooperation and participation from all members to ensure that the House functions smoothly, without disruptions. Rijiju urged the opposition to engage in healthy debates and to avoid creating ruckus, which would prevent a productive discussion of critical national issues.
The Winter Session of Parliament will run for 19 sittings and is expected to focus on various legislative matters. On November 26, Parliament will commemorate the 75th anniversary of the adoption of India’s Constitution, marking a historic moment in the country’s democratic journey.
