The decision, revealed in a written response submitted by Assistant Advocate General Asghar Leghari to the Lahore High Court (LHC), is based on serious allegations against Bhagat Singh. According to the district government’s statement, Majeed, who was involved in a committee evaluating the renaming proposal, argued that Bhagat Singh’s actions—particularly the killing of British police officer John P. Saunders in 1928—qualified him as a criminal. Majeed further described Singh as someone who, by today’s standards, would be considered a terrorist, asserting that Singh’s actions were more aligned with criminal activities than revolutionary ideals.
The retired Commodore also suggested that renaming Shadman Chowk after Singh would be inappropriate for Pakistan, claiming that the Bhagat Singh Foundation promotes values that contradict Islamic ideology and Pakistani culture. In his report, Majeed suggested that the Foundation’s activities should be banned, accusing it of working against Pakistan’s religious values and traditions. He posed the question of whether it was appropriate to name a public place in Pakistan after an individual who, as per Majeed’s views, did not align with Islamic principles. He also questioned the installation of a statue in Pakistan, a practice that he argued was inconsistent with Islamic teachings.
Bhagat Singh Memorial Foundation's Legal Response
This controversial opinion did not sit well with members of the Bhagat Singh Memorial Foundation Pakistan. The Foundation’s chairman, Imtiaz Rasheed Qureshi, expressed strong opposition to the allegations against Singh. He emphasized that Bhagat Singh was widely celebrated as a great revolutionary and martyr who contributed significantly to the freedom struggle against British colonial rule. According to Qureshi, Singh’s dedication to the cause of independence and his role in inspiring millions remains undisputed. Qureshi declared his intention to pursue legal action against Majeed, planning to file a defamation suit over what he termed "baseless and defamatory allegations" against both Bhagat Singh and the Foundation itself.
Qureshi, represented by Advocate Khalid Zaman Khan Kakar, filed a contempt petition in the Lahore High Court, naming multiple officials, including the DC Lahore, Chief Secretary Punjab, and Administrator City District Government, as respondents. The petition argues that the government has not adhered to an order issued by Justice Shahid Jamil Khan of the LHC on September 5, 2018, which directed authorities to take the necessary steps to rename Shadman Chowk in Singh’s honor. However, this directive remains unfulfilled. The ongoing legal proceedings will resume in the Lahore High Court on January 17, 2025, due to the absence of Qureshi’s legal counsel in a recent hearing.
