The Monsoon Session of the Indian Parliament has resumed its legislative business with full vigor as it takes up Operation Sindoor, the government’s decisive counter-terror operation launched in the aftermath of the terrorist attack in Pahalgam. The Lok Sabha began discussions on the operation on Monday, July 28, 2025, and the debate continues into Tuesday with Prime Minister Narendra Modi and Union Home Minister Amit Shah slated to address the House.
The debate on Operation Sindoor, described by the government as "strong, successful and decisive," has garnered the attention of the entire nation. The operation was launched in retaliation to the deadly attack in Pahalgam, Kashmir, which the Indian intelligence community attributes to cross-border terrorists operating with support from Pakistan.
On Monday afternoon, Defence Minister Rajnath Singh initiated the discussion by outlining the strategic motives and tactical success of Operation Sindoor. Singh stated, "India can go to any extent to uproot terrorism. Today’s India thinks and acts differently. Dossiers have been replaced with decisive action."
He asserted that the operation, which targeted terror sites across the Line of Control (LoC), was temporarily paused only after achieving its “desired politico-military objectives”. However, Singh made it clear that the Indian Armed Forces are ready to resume the operation if there is any misadventure from Pakistan.
Modi, Shah to Address Parliament
According to government sources, Union Home Minister Amit Shah will speak in the Lok Sabha between 12 PM and 1 PM, and Prime Minister Narendra Modi is expected to deliver his remarks in the evening. This comes after a week of disruptions in the Parliament over multiple issues, including the opposition’s demand for clarity on the scope and international impact of Operation Sindoor.
Rahul Gandhi, Leader of the Opposition in Lok Sabha, is also scheduled to speak today. The Opposition, particularly the Congress, has criticized the government’s initial delay in convening an all-party meeting post-operation and demanded greater transparency on the rules of engagement and civilian impact.
Meanwhile, the Rajya Sabha will begin its own sixteen-hour debate on the operation today. Mallikarjun Kharge, Leader of the Opposition in the Upper House, will open the discussion for the Congress party. External Affairs Minister S Jaishankar and Defence Minister Rajnath Singh are expected to participate from the Treasury benches.
Strong Rebuttal from Jaishankar
Speaking in the Lok Sabha on Monday, S Jaishankar dismissed speculation that external pressure or mediation was involved in the ceasefire with Pakistan. In particular, he categorically denied any phone call between Prime Minister Modi and former US President Donald Trump about the conflict.
“There was no such phone call between PM Modi and Donald Trump between April 22 and June 17,” Jaishankar stated, clarifying that the ceasefire was the result of direct bilateral military and diplomatic communication between India and Pakistan.
Jaishankar emphasized, “The world has clearly heard India's perspective on fighting terrorism. Operation Sindoor is a reflection of our firm resolve.”
PM Modi Praises Cabinet Ministers
In a post on X (formerly Twitter), Prime Minister Narendra Modi praised the speeches by Rajnath Singh and Jaishankar, calling them “excellent” and “outstanding” respectively.
“An excellent speech by Raksha Mantri Rajnath Singh Ji, giving an insightful perspective on the success of India's security apparatus and the courage of our armed forces in Operation Sindoor,” said PM Modi.
About Jaishankar’s speech, he remarked, “He highlighted how the world has clearly heard India's perspective on fighting the menace of terrorism.”
Opposition Files Notices on Other Issues
Despite the ongoing debate on national security, the Opposition continues to press other political concerns. On Tuesday morning, Congress MPs in the Rajya Sabha—including Syed Naseer Hussain, Akhilesh Prasad Singh, Ranjeet Ranjan, and others—submitted a Suspension of Business notice under Rule 267. They seek a separate discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar, alleging manipulation and irregularities.
The Congress and other opposition parties are expected to use this session to corner the government not only on the handling of the terror attack and military operation but also on electoral integrity, federalism, and civil liberties.
Security Narrative Gains Momentum
The government’s message has been consistent throughout the debate—India will act with strength and clarity when it comes to national security. The naming of the operation as “Sindoor” itself—a symbolic reference to sacredness and sacrifice—has been interpreted as a narrative tool to underscore India’s moral and strategic high ground.
The intensity and focus of the debate in both Houses indicate that Operation Sindoor will remain a key political and electoral issue in the lead-up to the 2026 General Elections. With leaders across party lines participating, the outcome of these discussions could shape India’s broader national security policy and diplomatic posture.
