Prime Minister Narendra Modi delivered a powerful address at the 25th Shanghai Cooperation Organisation (SCO) Summit, held in Tianjin, China, on September 1, 2025. In front of leaders from over 20 nations, PM Modi condemned countries backing terrorism, urged members to avoid “double standards,” and called for reforms in international institutions such as the United Nations.
Modi’s Strong Message on Terrorism
Referencing the recent Pahalgam terror attack, PM Modi urged the SCO to adopt a united stance against terrorism in all its forms.
“Can open support to terrorism by some countries be acceptable to us? The answer is no,” he declared, stressing that there must be “no double standards” in the fight against terror.
He underscored that regional stability and development depend on a collective responsibility to eliminate terrorism, urging SCO members to go beyond rhetoric and take coordinated actions.
Three Pillars for SCO: Security, Connectivity, Opportunity
PM Modi laid out a vision for SCO’s future built on three guiding pillars:
-
Security (S): Strengthening cooperation against terrorism, cyber threats, and organised crime.
-
Connectivity (C): Improving regional linkages to boost trade, infrastructure, and people-to-people ties.
-
Opportunity (O): Expanding avenues for economic growth, investment, and technology exchange.
He stressed that enhanced security and connectivity will unlock greater opportunities for the 10-member bloc.
Push for SCO and UN Reforms
Welcoming the SCO’s reform-oriented mindset, PM Modi noted the establishment of four new centres to tackle global challenges like drug trafficking, organised crime, and cyber security.
On the international stage, he linked the SCO’s reform spirit to the broader demand for UN reform:
“We cannot showcase the vibrant dreams of the new generation on an old black-and-white screen. It is time to change the screen.”
Marking the 80th anniversary of the UN, he called for a united push by the Global South to reshape the global order to better reflect current realities.
Bilateral Engagements in Tianjin
On the sidelines, PM Modi engaged in key diplomatic interactions:
-
He held a warm meeting with Russian President Vladimir Putin, sharing a symbolic car ride to the venue of their bilateral meeting. Modi posted on X: “Always a delight to meet President Putin!”
-
He also interacted with Chinese President Xi Jinping, who in his opening remarks emphasised fairness, inclusiveness, and opposition to hegemonism.
The three leaders — Modi, Putin, and Xi — were seen together at the summit venue, underlining the event’s significance in shaping regional diplomacy.
A High-Profile Summit
Hosted by Chinese President Xi Jinping in Tianjin, the summit has brought together leaders from 20 nations and 10 international organisations, including UN Secretary General Antonio Guterres. Xi reflected on the SCO’s 24-year journey, highlighting its role in combating terrorism and promoting multilateral cooperation under the “Shanghai Spirit.”
Conclusion
PM Modi’s remarks at the SCO Summit 2025 signalled India’s proactive role in shaping regional security and global governance reforms. By placing terrorism, reform, and cooperation at the centre of his message, he reinforced India’s commitment to strategic autonomy while working with partners like Russia and China to strengthen multilateral platforms.
