On the occasion of Constitution Day, Prime Minister Narendra Modi addressed the nation through a heartfelt letter that underscored the enduring importance of India’s constitutional values, citizen responsibilities, and the essential role of collective participation in strengthening democracy. Constitution Day, observed annually to mark the adoption of the Constitution on 26 November 1949, serves not only as a tribute to the monumental vision of the Constituent Assembly but also as a reminder of the rights and duties that shape the character of the Indian Republic.

In his letter, Prime Minister Modi reiterated that constitutional duties form the bedrock of a strong, secure, and progressive democracy. While the Constitution guarantees fundamental rights that empower every citizen, it equally outlines a set of duties that guide societal conduct, encourage collective responsibility, and foster harmony. Modi’s message emphasised that these duties are not merely moral expectations but integral components that uphold the democratic framework envisioned by the framers of the Constitution.

He highlighted that democracy cannot flourish on rights alone; it requires citizens to uphold responsibilities with sincerity. The Prime Minister stressed the importance of nurturing democratic values through daily actions—respect for the law, promoting harmony, contributing to public welfare, and safeguarding the unity of the nation. According to him, these duties build a cohesive society capable of advancing toward national goals.

The Central Role of Voting in Democratic Strength

A significant part of Modi’s letter was dedicated to the right to vote, which he described as one of the most powerful instruments of democratic participation. He urged citizens not only to exercise this right but to do so with awareness, responsibility, and a sense of duty towards the nation. For a democracy as vast as India’s, voter participation is a critical measure of civic engagement.

The Prime Minister noted that the essence of democracy lies not just in the existence of elections but in the thoughtful participation of its citizens. When people vote, they reinforce public trust in democratic institutions, shape policy directions, and choose leadership that steers the nation forward. Modi’s call for increased voter turnout reflects a long-standing emphasis on strengthening electoral participation, especially among youth and first-time voters.

He reminded citizens that strong democracies are built not by passive observers but by active participants who fulfil their role in shaping the nation’s future. Voting, he said, is both a right and a constitutional duty, as it directly influences governance, accountability, and the preservation of democratic ideals.

Constitutional Duties as a Collective Guide

Prime Minister Modi’s letter revisited the Fundamental Duties listed in Part IV-A of the Constitution. These duties—added by the 42nd Amendment and expanded over time—serve as guiding principles for responsible citizenship. They include respecting the Constitution, upholding its ideals, protecting the sovereignty and integrity of India, promoting harmony, preserving cultural heritage, and safeguarding the environment.

Modi emphasised that these duties should not be viewed as obligations imposed only in rare circumstances. Instead, they serve as a daily ethical compass that shapes the behaviour of citizens in public and private life. A society that collectively adheres to these duties, he argued, becomes resilient, just, and forward-looking.

The Prime Minister also highlighted the visionary nature of the Constitution, acknowledging the brilliance of Dr. B.R. Ambedkar and the Constituent Assembly. He emphasised that the drafters gave citizens a visionary document that not only outlined governmental structure but also laid out a social contract between individuals and the nation. The duties, he noted, reinforce that contract by ensuring that democratic rights are exercised responsibly and in harmony with national interests.

Democracy Rooted in Values and Responsibilities

Modi’s message stressed that India’s democracy is unique—not only due to its scale but also its ability to accommodate diversity, debate, and dissent. The Prime Minister argued that constitutional duties play a vital role in preserving this inclusive democratic spirit. They cultivate respect, unity, and balance, especially in a nation that thrives on its cultural, linguistic, and ideological diversity.

He urged citizens to reflect on the values of justice, liberty, equality, and fraternity—core principles embedded in the Preamble. These values, when supported by responsible citizenship, strengthen institutions, promote transparency, and deepen public trust. They help citizens understand that nation-building is a shared enterprise, not merely a function of government.

Modi also pointed out that while the government continues to implement policies aimed at development, transparency, and public welfare, citizens too must contribute by following rules, promoting cleanliness, supporting social harmony, and being vigilant against misinformation and practices that harm societal fabric.

A Nation-Building Call on Constitution Day

The Prime Minister’s letter ultimately served as a call to action. He encouraged every citizen to use Constitution Day as an opportunity for reflection—on personal responsibility, on the role individuals play in nation-building, and on the significance of active democratic participation.

Modi noted that India is at a transformative point in its development journey, witnessing rapid progress in areas such as technology, infrastructure, digital literacy, and social welfare. However, he emphasised that sustained progress requires citizens who are informed, engaged, and committed to upholding the Constitution’s spirit.

He urged people to ensure that constitutional values reach the younger generations so that they grow up with a strong sense of national pride and civic duty. Youth, he said, are central to India’s future, and their participation in democratic processes—particularly through voting and engaging in social causes—is crucial.

Strengthening the Bond Between Citizens and the Constitution

Prime Minister Modi reiterated that the Constitution is not merely a legal framework but a living document that guides India’s democratic journey. It reflects the country’s aspirations, guarantees freedoms, and outlines pathways for inclusive development. But its true strength emerges when citizens actively engage with it—not only through understanding their rights but also through fulfilling their responsibilities.

He encouraged citizens to revisit the Preamble, read the Constitution, and instil its values in community life. He said that a nation progresses when its people uphold integrity, discipline, respect for institutions, and responsibility towards fellow citizens.

The Prime Minister expressed confidence that by honouring constitutional duties and strengthening democratic participation, India can continue to grow as a global example of democratic success.
