  • PM Modi distributed over 51,000 job letters under Rozgar Mela, pushing the cumulative total above 10 lakh across India since its launch in October 2022.

  • Welfare schemes like housing for the poor, LPG connections, and solar energy installations have become major indirect employment generators.

  • New policies including defence deals, electronics manufacturing, and Rs. 1 lakh crore incentive scheme are projected to create 3.5 crore jobs in coming years.

In a significant virtual address at the Rozgar Mela on July 13, 2025, Prime Minister Mr. Narendra Modi reiterated his government’s firm commitment to creating employment opportunities across India. The Rozgar Mela witnessed the distribution of over 51,000 new appointment letters, pushing the total number of jobs allocated under this initiative to over 10 lakh. This massive employment drive is part of a broader national agenda aimed at strengthening the economy and ensuring that citizens directly benefit from government policies.

Welfare-Led Job Creation

PM Modi highlighted how large-scale welfare initiatives have become crucial drivers of employment. He noted that the construction of over four crore homes, distribution of 10 crore LPG connections through the Ujjwala Yojana, and the rollout of the Rooftop Solar Programme have generated millions of direct and indirect jobs across rural and urban India. These schemes not only uplift the quality of life but also create an ecosystem of employment that spans from skilled labour to supply chain professionals.

According to the Prime Minister, the government's emphasis on inclusive development is yielding measurable results. Referencing a report by the International Labour Organization (ILO), Mr. Modi stated that over 90 crore Indians have benefitted from various welfare schemes over the past ten years, reflecting the scale and effectiveness of these programmes. He also underscored that India’s Gini index, a measure of income inequality, has consistently reflected high levels of equality, which he attributed to the pro-people policies of the government.

Manufacturing and Sectoral Push

The Prime Minister also focused on the surge in India's manufacturing sector, which is playing an increasingly vital role in employment generation. A highlight of his address was the transformation of electronics manufacturing, which saw a Rs. 11,00,000 crore (US$ 127.86 billion) increase. The number of mobile phone manufacturing units, once as low as two to four, has now jumped to nearly 300, indicating India's emergence as a global electronics hub.

The defence production sector has also shown impressive growth. Mr. Modi shared that India's domestic defence production has now crossed Rs. 1,25,000 crore (US$ 14.53 billion). Additionally, the automobile industry, a vital segment of the Indian economy, has attracted over Rs. 3,44,120 crore (US$ 40 billion) in foreign direct investment (FDI) over the last five years, strengthening the ecosystem of job creation across ancillary and supply chain networks.

International Collaborations Driving Employment

Referring to his recent five-nation tour, PM Modi stated that several important agreements signed during this trip—especially in the fields of defence, energy, pharmaceuticals, and rare earth minerals—are set to bolster India’s industrial strength and generate fresh employment. These collaborations position India as a trusted global partner with unmatched demographic and democratic advantages.

Employment Linked Incentive Scheme

In a forward-looking policy announcement, the Prime Minister unveiled a new Employment Linked Incentive Scheme with a proposed outlay of Rs. 1,00,000 crore (US$ 11.62 billion). The objective of this initiative is to support first-time private sector employees by providing financial incentives to companies hiring new workers. This scheme is expected to create 3.5 crore new jobs, further cementing India’s position as a labour-intensive economic powerhouse.

Holistic View on Employment Generation

PM Modi concluded by stating that job creation is no longer restricted to government recruitment drives. The ecosystem created through welfare schemes, industrial incentives, foreign investments, and targeted sectoral development is designed to create a self-sustaining employment network. He also stressed that the government’s focus remains on ensuring that every sector—from infrastructure to innovation—contributes to the employment landscape.

The Rozgar Mela initiative, which began in October 2022, has consistently focused on recruiting youth in various government departments, public sector undertakings, and private sector partnerships. So far, over 10 lakh jobs have been offered under the programme, making it one of the largest structured employment drives in Indian history.

Socio-Economic Transformation Through Jobs

The transformation in India’s employment narrative reflects a larger socio-economic shift, where skill development, local manufacturing, and entrepreneurship are key levers of growth. Programmes like Make in India, Skill India, and Startup India are directly aligned with this objective, ensuring that the benefits of economic growth reach all corners of the country.

The Prime Minister's remarks signal a continued focus on building a resilient and inclusive job market—one that not only caters to the current demand but also prepares for the future of work in the digital and green economy.

Summary

Through a combination of strategic welfare delivery, manufacturing scale-up, sectoral investments, and international partnerships, India under PM Modi’s leadership is aggressively pursuing its employment goals. The Rozgar Mela, now a recurring national initiative, has become symbolic of the government's commitment to empowering India’s youth through sustainable and equitable job creation.
