The programme also includes new railway services, additional child-friendly Anganwadi Centres and initiatives related to horticulture and food processing.

The Prime Minister's Gujarat visit will continue on October 31 at Ekta Nagar in Kevadia, where he is scheduled to participate in the Rashtriya Ekta Diwas celebrations marking the 151st birth anniversary of Sardar Vallabhbhai Patel. The programme will include the inauguration of Bharat Parv 2026, illuminated attractions and development projects worth more than ₹400 crore.

The two-day programme combines infrastructure development with agriculture, dairy, cultural tourism and national unity initiatives. The announcements in Banaskantha are particularly focused on strengthening the economic and social infrastructure of North Gujarat, while the Ekta Nagar programme highlights tourism development and the legacy of Sardar Patel.

Banaskantha Development Projects: Agriculture and Dairy Take Centre Stage

A significant part of the Prime Minister's programme in Banaskantha focuses on agriculture and dairy development. The region has an important agricultural and dairy economy, and the announced initiatives are aimed at improving facilities connected with cattle breeding, agricultural storage, food processing and the management of dairy-related resources.

Among the major projects is the Bharat Bovine Breeding and Research Centre at Bhildi. The centre has been established over 127 acres and is intended to serve as a Centre of Excellence for bovine breeding, genetic improvement and advanced reproductive technologies.

The programme also includes the proposed development of two Bio-CNG plants operated by Banas Dairy. These facilities will process cattle dung and support the production of Bio-CNG.

Another major announcement involves 521 completed projects under the Agriculture Infrastructure Fund, with a combined project cost of around ₹4,950 crore. These projects include warehouses, silos, cold storage units, cold chains, polyhouses, greenhouses and integrated processing centres.

The Prime Minister's programme also covers an expanded potato processing plant at Sanadar, an Automated Storage and Retrieval System for ultra-high-temperature products at Palanpur and the launch of on-ground activities for 12 approved horticulture clusters.

Together, these initiatives cover different parts of the agricultural value chain, from cattle breeding and farm infrastructure to storage, processing and horticulture development.

Bharat Bovine Breeding and Research Centre at Bhildi

One of the key highlights of the Banaskantha programme is the Bharat Bovine Breeding and Research Centre (BBBRC) at Bhildi.

The centre is spread across 127 acres and has been established as a Centre of Excellence for bovine breeding, genetic improvement and advanced reproductive technologies.

According to the announcement, this is India's first centre of its kind dedicated to the Kankrej cattle breed. The facility is expected to accelerate breed improvement by 10 to 20 times.

The focus on the Kankrej breed makes the centre an important part of the region's cattle development programme. Its activities are expected to support improvements in breeding practices and the use of advanced reproductive technologies.

Bovine breeding and genetic improvement are important areas of livestock development. Such initiatives focus on improving the quality of cattle through planned breeding programmes and scientific methods.

The centre's establishment as a dedicated facility for the Kankrej breed is intended to strengthen research and development in this area.

The expected acceleration in breed improvement is one of the major outcomes highlighted in the announcement. The facility is expected to make the breeding process significantly faster, with the stated improvement potential ranging from 10 to 20 times.

The centre also reflects the importance being given to dairy and livestock-related development in Banaskantha and North Gujarat.

Two Bio-CNG Plants to Be Developed by Banas Dairy

The dairy development programme also includes two proposed Bio-CNG plants operated by Banas Dairy.

The facilities are planned at Tharad and Radhanpur. Both plants will process cattle dung, with different daily processing capacities.

Location

Cattle dung processing capacity

Tharad

75 metric tonnes per day

Radhanpur

100 metric tonnes per day

Combined capacity

175 metric tonnes per day

The proposed plant at Tharad will have the capacity to process 75 metric tonnes of cattle dung daily. The Radhanpur facility will have a higher processing capacity of 100 metric tonnes per day.

Together, the two facilities will have the capacity to process 175 metric tonnes of cattle dung every day.

Bio-CNG projects use organic waste materials as a resource for producing fuel. In this case, cattle dung will be used as the primary input for the proposed facilities.

The projects connect dairy activity with waste processing and energy production. They also highlight the role of dairy cooperatives and associated infrastructure in developing resource-based initiatives.

The announcement identifies the two plants and their processing capacities but does not provide their individual project costs or expected production volumes.

521 Agriculture Infrastructure Fund Projects With an Investment of Around ₹4,950 Crore

Another major part of the Banaskantha programme involves 521 completed projects under the Agriculture Infrastructure Fund.

The combined project cost of these facilities is around ₹4,950 crore.

The projects cover a broad range of agricultural infrastructure, including:

  • Warehouses

  • Silos

  • Cold storage units

  • Cold chains

  • Polyhouses

  • Greenhouses

  • Integrated processing centres

These facilities are connected with different requirements of the agricultural supply chain.

Warehouses and silos provide storage facilities for agricultural produce. Cold storage units and cold chains support the handling and preservation of products that require controlled temperatures.

Polyhouses and greenhouses provide infrastructure for protected cultivation. Integrated processing centres support activities linked to the handling and processing of agricultural products.

The completion of 521 projects represents a major infrastructure development initiative under the Agriculture Infrastructure Fund.

The programme is intended to strengthen facilities that support farmers and agricultural businesses beyond the cultivation stage. Storage, preservation and processing are important parts of the agricultural economy because they help connect farm production with markets and processing activities.

The announced projects cover different categories of infrastructure, indicating that the programme is not limited to one particular type of agricultural facility.

Expanded Potato Processing Plant at Sanadar

The Prime Minister's Banaskantha programme also includes the inauguration of an expanded potato processing plant at Sanadar.

Potato processing is an important part of the agricultural value chain, connecting potato cultivation with industrial processing and food-related activities.

The expansion of the plant is one of the initiatives included in the broader programme covering agricultural infrastructure and food processing.

The announcement does not provide the plant's expanded production capacity, project cost or the expected increase in processing volumes. However, its inclusion highlights the importance of processing infrastructure in the region's agricultural development programme.

The plant is part of a wider set of initiatives that also includes storage facilities, horticulture clusters and advanced systems for dairy and food products.

Automated Storage and Retrieval System at Palanpur

Another project included in the programme is the inauguration of an Automated Storage and Retrieval System for ultra-high-temperature products at Palanpur.

Automated storage and retrieval systems are designed to manage the storage and movement of products through automated processes.

In this case, the facility is associated with ultra-high-temperature products. The announcement identifies the system as one of the projects being inaugurated during the Banaskantha programme.

The project adds a technology-focused component to the dairy and food-processing infrastructure being developed in the region.

The filing does not specify the storage capacity, investment amount or technical specifications of the facility. Its inclusion in the programme nevertheless reflects the wider focus on improving infrastructure for handling and storing processed products.

Twelve Horticulture Clusters to Begin On-Ground Activities

The programme also includes the start of on-ground activities for 12 approved horticulture clusters.

These clusters will cover approximately 1.46 lakh hectares and are expected to benefit more than 1.3 lakh farmers.

Two of the clusters in North Gujarat will focus on potato production.

The initiative is important because it covers a large agricultural area and is expected to benefit a substantial number of farmers.

Horticulture clusters are intended to bring together activities connected with specific agricultural products and production areas. In the announced programme, the clusters will cover different areas, with two North Gujarat clusters specifically focusing on potatoes.

The scale of the programme is reflected in its proposed coverage of around 1.46 lakh hectares.

The expected beneficiary base of more than 1.3 lakh farmers indicates the reach of the initiative.

The programme's focus on potato production in two North Gujarat clusters also connects with the expansion of potato processing infrastructure at Sanadar.

The announcement does not provide the individual locations, project costs or crop-wise details of all 12 clusters. It states that on-ground activities for the approved clusters will begin as part of the Prime Minister's programme.

PM-KISAN 24th Instalment of ₹19,000 Crore

The Banaskantha programme also includes the release of the 24th instalment of PM-KISAN, amounting to ₹19,000 crore.

The instalment will provide financial assistance to farmers across the country.

PM-KISAN is a central government scheme through which eligible farmers receive financial support. The release of the 24th instalment is one of the major farmer-focused announcements connected with the Prime Minister's Gujarat visit.

The amount announced for the instalment is ₹19,000 crore.

Unlike the local infrastructure projects in Banaskantha, this assistance is intended for farmers across India. It therefore extends the programme beyond Gujarat and gives the visit a nationwide agricultural welfare component.

The release is scheduled as part of the October 30 programme.

The announcement places the PM-KISAN instalment alongside the development of agricultural infrastructure, horticulture clusters and dairy-related projects.

Ahmedabad Metro Expansion Under Phase 2

Transport connectivity is another major focus of the Prime Minister's Gujarat programme.

The Ahmedabad Metro network is set to receive two extensions under Phase 2, identified as Phase 2A and Phase 2B.

These extensions are intended to improve connectivity between important locations in and around Ahmedabad, including the airport and GIFT City.

The Airport Extension, designated as Phase 2A, will cover more than 6 kilometres and include five stations between Koteshwar Road and the Airport.

Phase 2B will extend the metro network from GIFT City to Shahpur. This section will cover more than 3.3 kilometres and include three stations.

The two extensions together represent an expansion of more than 9.3 kilometres, with a total of eight stations.

The Ahmedabad Metro Airport Extension, identified as Phase 2A, will cover more than 6 kilometres.

The route will run between Koteshwar Road and the Airport and will include five stations.

This extension is intended to improve metro connectivity towards the airport and provide an additional public transport option for passengers travelling through the area.

Airport connectivity is an important part of urban transport planning because airports serve passengers from different parts of a city and surrounding regions.

The extension is expected to strengthen the connection between the existing metro network and the airport area.

The announcement provides the route length and number of stations but does not specify the individual station names beyond the route endpoints.

Phase 2B: GIFT City to Shahpur Metro Extension

The second extension, known as Phase 2B, will connect GIFT City with Shahpur.

The section will cover more than 3.3 kilometres and include three stations.

GIFT City is an important business and financial centre in Gujarat. Improved metro connectivity to this area is expected to provide another public transport option for people travelling to and from the location.

The extension will add to the wider Ahmedabad Metro network and support connectivity between GIFT City and Shahpur.

Together with Phase 2A, the extension forms part of the broader Metro Phase 2 programme.

Ahmedabad-Mehsana Road to Be Widened From Four to Eight Lanes

Another major transport infrastructure announcement involves the widening of Ahmedabad-Mehsana Road, also known as State Highway-41.

The project will increase the road from four lanes to eight lanes and has an estimated cost of around ₹2,600 crore.

The road connects Ahmedabad with North Gujarat, making it an important route for regional transport and movement.

The proposed widening is expected to improve connectivity between Ahmedabad and North Gujarat.

The expansion from four lanes to eight lanes will increase the road's overall lane capacity. It is part of the wider infrastructure programme announced during the Banaskantha visit.

The project is significant for regional road connectivity because it focuses on a major route linking Ahmedabad with areas in North Gujarat.

The announcement does not provide the project completion timeline or the full construction schedule.

However, the estimated investment of ₹2,600 crore makes it one of the major road infrastructure projects highlighted during the visit.

Two New Railway Services to Be Flagged Off

Rail connectivity is also included in the Prime Minister's programme.

Two railway services will be flagged off:

  1. Ahmedabad (Sabarmati)-Varanasi Express

  2. Mehsana-Becharaji-Sabarmati MEMU

The Ahmedabad (Sabarmati)-Varanasi Express will provide a railway service connecting Sabarmati in Ahmedabad with Varanasi.

The Mehsana-Becharaji-Sabarmati MEMU will operate along the route connecting Mehsana, Becharaji and Sabarmati.

These services form part of the transport-related announcements made during the Gujarat visit.

The two trains serve different connectivity requirements. The express service connects Gujarat with Varanasi, while the MEMU service covers locations within Gujarat.

The announcement identifies the services that will be flagged off but does not provide their detailed timetables, frequency or journey duration.

Their inclusion in the programme highlights the railway component of the broader connectivity initiative.

4,030 New Child-Friendly Anganwadi Centres

The Prime Minister's programme also includes a major child welfare initiative involving the development of 4,030 new child-friendly Anganwadi Centres in Gujarat.

The initiative has an investment of ₹800 crore and is expected to benefit more than four lakh people.

Alongside the announcement of the new centres, 361 completed Anganwadi Centres will be inaugurated.

The programme therefore includes both the development of new facilities and the inauguration of centres that have already been completed.

Anganwadi Centres are important community-level facilities associated with child development and welfare services.

The focus on child-friendly infrastructure is intended to improve the facilities available through these centres.

The announced investment of ₹800 crore covers the initiative involving 4,030 new centres and the inauguration of 361 completed centres.

The expected beneficiary base of more than four lakh people highlights the scale of the programme.

The initiative adds a social welfare dimension to the Prime Minister's Gujarat visit, which otherwise includes major projects in agriculture, dairy and transport infrastructure.
