Prime Minister Narendra Modi has praised Om Birla, the Speaker of the Lok Sabha, for his conduct and remarks following the defeat of a no-confidence motion in Parliament.

In a letter addressed to the Speaker, the Prime Minister congratulated him and appreciated his address delivered after the motion was defeated, describing it as balanced, patient and deeply rooted in parliamentary tradition.

The development comes amid rising concerns over repeated disruptions during the ongoing Budget Session of Parliament.

In his letter, Narendra Modi commended Om Birla for his thoughtful interpretation of parliamentary traditions and democratic values.

The Prime Minister noted that the Speaker’s remarks reflected a profound understanding of the role of Parliament as the highest constitutional institution in India’s democracy.

He emphasised that Parliament represents the voices and aspirations of over 140 crore citizens, making it essential to preserve its dignity and decorum.

According to the Prime Minister, the Speaker’s statement highlighted the importance of rule supremacy, constitutional values and parliamentary discipline.

Birla Expresses Concern Over Disruptions

In a separate communication addressed to leaders of political parties, Om Birla expressed serious concern about the conduct of Members of Parliament during recent proceedings.

The Speaker pointed out that incidents involving:

• banners and placards inside the chamber

• protests within Parliament premises

• use of inflammatory language

were affecting the prestige of the institution.

He described Parliament of India as a sacred forum for democratic debate, where dialogue, dissent and consensus must take place with dignity.

Parliament as a Forum of Democratic Dialogue

According to the Speaker, Parliament serves as the supreme democratic platform where elected representatives discuss policies and national issues on behalf of millions of citizens.

He stressed that the institution should remain a space where:

• diverse views are expressed respectfully

• democratic debate is encouraged

• disagreements are resolved through dialogue

Birla emphasised that maintaining these traditions is crucial to safeguarding the integrity of parliamentary democracy.

Efforts to Restore Parliamentary Standards

Om Birla also highlighted several initiatives taken to uphold the dignity of parliamentary proceedings.

These include discussions at the Presiding Officers' Conference, where resolutions were adopted to reinforce standards of conduct within legislative bodies.

He also referred to repeated engagements with party leaders during meetings of the Business Advisory Committee to address issues related to disruptions and procedural discipline.

The Speaker said these efforts were aimed at ensuring that parliamentary proceedings remain productive and respectful.

Call for Introspection by MPs

Birla urged Members of Parliament to undertake serious reflection and introspection regarding their conduct inside the House.

He reminded legislators that their behaviour is closely observed by citizens across the country and should therefore reflect the highest democratic standards.

The Speaker warned that disruptive practices such as displaying banners, raising slogans, and using provocative language undermine the credibility of the institution.

The Speaker also emphasised the responsibility of political party leadership in maintaining discipline among MPs.

He urged leaders of all parties to ensure that their members follow ethical standards and parliamentary rules while participating in debates and discussions.
