Parliament Monsoon Session Day 10: Rajya Sabha Adjourned, Major Bills Lined Up in Lok Sabha
On Day 10 of the 2025 Monsoon Session of Parliament, the Rajya Sabha was adjourned for the day, while the Lok Sabha is set to resume proceedings at 2 PM to take up a range of crucial legislative business. Among the highlights of the day are the resolution on the extension of President’s Rule in Manipur, discussions on the Indian Ports Bill, 2025, the Merchant Shipping Bill, 2024, and the Readjustment of Representation of Scheduled Tribes in Goa Bill, 2024.
Manipur President’s Rule Extension Moved by Amit Shah
One of the most significant pieces of legislative business scheduled for today was the resolution to extend President’s Rule in Manipur. Union Home Minister Amit Shah was slated to move the statutory resolution in the Rajya Sabha, seeking approval for the continuation of the Proclamation issued on February 13, 2025, under Article 356 of the Constitution.
The resolution aims to extend President’s Rule in Manipur for another six months, i.e., till February 13, 2026, citing the continued need for central governance in light of the ongoing instability and law-and-order concerns in the northeastern state.
Though listed for consideration, the Rajya Sabha was adjourned without completing the full agenda, postponing the resolution to a later date in the session.
Indian Ports Bill, 2025 and Other Key Bills in Lok Sabha
Meanwhile, in the Lok Sabha, Union Ports, Shipping and Waterways Minister Sarbananda Sonowal will move the Indian Ports Bill, 2025, which seeks to modernise and replace archaic port legislation with a framework that aligns more closely with international standards and maritime best practices.
The Bill proposes a clear division of powers between central and state governments, a framework for sustainable development of ports, and enhanced regulatory oversight for safety, environmental compliance, and performance standards.
Merchant Shipping Bill, 2024 to Modernise Maritime Law
In another key maritime reform, Union Minister Sonowal will also present the Merchant Shipping Bill, 2024, which is designed to revamp the current Merchant Shipping Act. The bill aims to simplify regulations, reduce compliance burden, and align India’s shipping laws with the latest global maritime treaties, including those governed by the International Maritime Organization (IMO).
The bill covers various facets such as registration of ships, certification of seafarers, safety requirements, maritime labor welfare, and penalties for violations.
Goa ST Representation Readjustment
In addition to maritime bills, the Union Law Minister Arjun Ram Meghwal will move the Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024 for further consideration and passage.
This bill seeks to re-align electoral constituencies in Goa to ensure adequate political representation for Scheduled Tribe (ST) communities, in accordance with demographic changes highlighted by recent surveys and the Delimitation Commission’s recommendations.
Political Reactions and Opposition Strategy
While legislative business continues, the opposition INDIA bloc is reportedly planning to intensify its agitation on the SIR (Special Investigation Request) issue, both within and beyond Parliament.
With several critical bills and contentious topics lined up in both Houses, observers expect heated debates and protests over the coming days.

As the Monsoon Session moves into its final leg, Parliament has already seen a mix of legislative productivity and political disruptions. The Finance Bill, 2025, the Digital Personal Data Protection Amendment Bill, and several Appropriation Bills have already been passed in the preceding days.
However, debates on national security, state governance, and federal relations—like the case of Manipur—have led to walkouts and adjournments on multiple occasions.
