Delhi Chief Minister Rekha Gupta on Friday accused the previous AAP government of large-scale mismanagement in Delhi Transport Corporation (DTC), leading to significant financial losses and operational failures. She cited a Comptroller and Auditor General (CAG) report, which was tabled in the Delhi Assembly, highlighting serious inefficiencies and misgovernance under the AAP regime.
CAG Report Exposes DTC’s Financial Decline
The CAG report revealed that DTC suffered a revenue loss of ₹668 crore due to poor scheduling and operational inefficiencies. Addressing the Assembly, CM Rekha Gupta criticized the previous administration for failing to ensure the smooth functioning of public transport.
"DTC was ruined due to mismanagement. If buses do not operate on all routes, how will DTC generate revenue?" she remarked, highlighting the lack of route optimization as a major issue.
The Speaker of the Assembly, Vijender Gupta, forwarded the report to the Committee on Government Undertakings, directing it to submit its findings within three months. Additionally, DTC has been instructed to submit an action-taken report within a month.
DIMTS Stake Sale Controversy: ₹85 Crore Loss to Exchequer
Rekha Gupta also pointed to irregularities in the Delhi Integrated Multi-Modal Transit System (DIMTS), a joint venture between the Delhi government and a private bank, each holding a 50% stake.
The private bank initially decided to sell its 50% stake for ₹95 crore, but due to delays by the AAP government, the stake was ultimately sold to a private company—majorly owned by a Russian firm—for just ₹10 crore.
"Why was a ₹95-crore stake sold for just ₹10 crore? This is what they have done to DTC. I request that this matter be investigated," the CM asserted, demanding a probe into the financial irregularities.
Allegations of Corruption in Free Ride Scheme for Women
Further intensifying her criticism, Rekha Gupta alleged corruption in the AAP government’s free bus ride scheme for women, stating that there was no proper system in place to track the number of actual beneficiaries.
"We will provide cards to ensure accountability and probity," she announced, indicating that her government will introduce better monitoring mechanisms for such welfare schemes.
Future Plans: Revamping DTC & Modernizing ISBTs
Despite the financial and operational setbacks, Rekha Gupta assured the public that her government is committed to revitalizing the DTC and modernizing the Inter-State Bus Terminals (ISBTs) using advanced technology.
The new government aims to:
-
Expand and optimize DTC’s route network to improve efficiency.
-
Upgrade bus depots and terminals with modern infrastructure.
-
Enhance transparency in transport schemes to curb financial mismanagement.
Market & Public Reactions
The CAG report findings and Rekha Gupta’s allegations have triggered a political storm, with opposition leaders dismissing the claims as an attempt to divert attention from the current government’s failures. Meanwhile, Delhi residents continue to demand improved public transport services, hoping for concrete action rather than political blame games.
