In a major breakthrough for counter-terrorism efforts following the Pahalgam terror attack that resulted in the deaths of 26 innocent people, Indian security agencies have compiled a detailed list of active terrorists associated with two Pakistan-backed terror outfits: Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM). The list, obtained by India TV, not only names individual terrorists but also identifies their handlers and launching commanders who are operating across the Line of Control (LoC).
The Pahalgam attack, which took place earlier in 2025, marked a significant escalation in the ongoing insurgency in Jammu and Kashmir. The list is seen as a critical tool in aiding Indian security forces to target key operatives and curb the activities of terror groups spreading unrest in the region.
A Breakdown of Lashkar-e-Taiba's Leadership
The Lashkar-e-Taiba network has long been one of the most dangerous terror outfits operating in the region. According to the list, several high-profile leaders within LeT remain active, despite international efforts to curb their operations. Some key individuals include:

Emir: Hafiz Muhammad Saeed: The founder of LeT, Saeed’s influence continues to guide the group’s operations. His son, Talha Saeed, has reportedly begun taking up his father’s role in orchestrating the outfit’s activities.

Chief of Operations: Zaki-ur-Rehman Lakhvi: Lakhvi, known for his role in planning the 2008 Mumbai attacks, oversees military operations, training camps, and attack planning. Though convicted in 2021, his influence remains significant within the group.

Sajid Mir alias Saifullah Sajid Jutt: A key figure in planning the Mumbai attacks, Mir is wanted by the FBI and is believed to be involved in recruiting for LeT’s international operations.

Haji Muhammad Ashraf: Serving as LeT's chief of finance, Ashraf coordinates fundraising efforts, including through Jamaat-ud-Dawa (JuD), the charity wing of LeT.

Adil Thokar: A mid-level operative, Thokar was implicated in the Pahalgam attack, highlighting the vital role local commanders play in executing high-profile missions.
Additionally, several front organizations, such as JuD, Falah-e-Insaniat Foundation (FIF), and Milli Muslim League (MML), continue to serve as fronts for recruitment and operations, operating under different guises to evade international scrutiny.
Jaish-e-Mohammed's Key Figures
Meanwhile, Jaish-e-Mohammed (JeM), another major terror group operating in Kashmir, also maintains a significant presence. Key members of JeM identified in the list include:

Emir: Maulana Masood Azhar: The leader of JeM, Azhar has orchestrated several high-profile terror attacks in India. His role remains central to the group’s operations.

Chief Commander of Operations: Mufti Ashghar: A significant figure in military operations, responsible for directing and managing attacks.

Launch Commander: Maulana Mufti Mohd Asghar (alias Saad Baba): Responsible for infiltrating operatives into India to carry out attacks, often from PoK.
Hawala Network and Over Ground Workers (OGWs)
The intelligence inputs also highlight the existence of a widespread hawala network allegedly operated by Jamaat-e-Islami, a Pakistan-based group. This covert financial system enables the transfer of funds across borders, especially into India, Bangladesh, Nepal, and Sri Lanka, bypassing formal banking channels. These funds are used to support the activities of various terror groups operating in the region, including LeT and JeM.
In a significant development linked to the Pahalgam terror attack, sources within the National Investigation Agency (NIA) have revealed that more than 20 Over Ground Workers (OGWs) have been identified and detained for questioning. These individuals are suspected of aiding and abetting the operations of LeT and JeM operatives in the region. Among the suspects are Nisar Ahmad alias Haji and Mushtaq Hussain, who are currently in custody at Kot Bhalwal Jail in Jammu. They are known to have assisted terrorists involved in earlier attacks on Indian Army convoys in Bhata Dhurian and Totagali.
Impact on Security Operations
The list of active terrorists, along with the identification of OGWs and financial networks, will aid Indian security agencies in launching targeted operations to dismantle terror cells operating both within Kashmir Valley and across the LoC. As security forces continue their operations, the identification of handlers, commanders, and the Hawala network is expected to tighten the noose around Pakistan-backed terrorist organizations and significantly disrupt their operations in the region.
