SP MP Ram Gopal Yadav raises CAPF promotion issue in Rajya Sabha

CAPF Officers Demoralised, Says SP MP in Rajya Sabha

Samajwadi Party MP Ram Gopal Yadav on Thursday raised concerns in the Rajya Sabha about the service conditions of officers in the Central Armed Police Forces (CAPF).

Speaking during Zero Hour, he said many CAPF officers feel demoralised because the government has not yet implemented measures that would grant them their rightful status and career progression.

According to Yadav, around 13,000 CAPF officers are affected by delays in reforms related to their service structure.


Promotion Delays Affect CAPF Officers

Ram Gopal Yadav highlighted that CAPF officers often have to wait between 10 and 15 years for their first promotion.

He said this long delay in promotions is particularly discouraging for officers who serve in challenging conditions and frequently risk their lives during security operations.

CAPF personnel are deployed across various high risk areas, including:

• Border security duties
• Counter insurgency operations
• Internal security operations
• Disaster response activities

Despite these responsibilities, the MP argued that their career progression remains slow compared to other services.


Demand to Implement Supreme Court Order

The Samajwadi Party MP called on the government to quickly implement the Supreme Court’s May 2025 ruling.

The Supreme Court had ordered that CAPF officers should be granted Organised Group A Services status, which would bring them on par with other central civil services in terms of career structure and promotion opportunities.

Granting this status could potentially improve career growth prospects and administrative recognition for CAPF officers.

However, according to Yadav, the government has not yet fully implemented the ruling.


Court Rejected Centre’s Review Petition

Ram Gopal Yadav also pointed out that the government had filed a review petition against the Supreme Court’s order, but the court later rejected the petition.

Following this rejection, he said the government should move forward with implementing the court’s directives without further delay.

He argued that doing so would boost morale among CAPF officers and address long standing concerns related to their service conditions.


Issue of IPS Deputation in CAPFs

Another issue raised by Yadav was the deputation of Indian Police Service (IPS) officers to leadership positions in the CAPFs.

The Supreme Court order had suggested progressively reducing the deputation of IPS officers in these forces.

According to critics of the current system, frequent deputation of IPS officers can limit promotion opportunities for officers who have spent their entire careers within the CAPFs.

The MP argued that reducing such deputations could help create better career advancement prospects for CAPF officers.


Role of CAPFs in National Security

The Central Armed Police Forces play a crucial role in India’s national security framework.

These forces include:

• Border Security Force (BSF)
• Central Reserve Police Force (CRPF)
• Indo Tibetan Border Police (ITBP)
• Central Industrial Security Force (CISF)
• Sashastra Seema Bal (SSB)

They are responsible for border protection, internal security operations, counter insurgency efforts and protection of critical infrastructure.

Given their operational responsibilities, issues related to career progression and service conditions are considered important for maintaining morale and efficiency.
