In a politically significant development, the Supreme Court of India will hear a Presidential reference on July 22 that seeks clarity on the powers and discretionary role of the President and State Governors. A new pre-election survey in Bihar found that 58% of Dalit voters believe unemployment is the top poll issue, while 27.4% expressed distrust in the Election Commission of India. The findings reflect growing disenchantment with institutional credibility among marginalised communities.
