Tamil Nadu Chief Minister MK Stalin has raised strong concerns over the upcoming 2026 delimitation exercise, calling for a fair and equitable process to ensure that states like Tamil Nadu, Odisha, Punjab, and West Bengal do not lose their parliamentary representation. Stalin’s remarks come ahead of the first joint action meeting on delimitation, which will take place in Chennai on March 22.

Why is Delimitation a Concern?

Delimitation is a constitutional process that redefines the boundaries of parliamentary and state assembly constituencies to reflect population changes. The primary concern raised by MK Stalin and other southern state leaders is that if delimitation is purely based on population size, it would lead to a significant reduction in the number of Lok Sabha seats for states that have successfully controlled their population growth. This could disproportionately benefit northern states like Uttar Pradesh and Bihar, which have experienced higher population growth.

Stalin’s Call for a Fair Process

In a video message posted on X (formerly Twitter), MK Stalin emphasized that this is not just about MP count but about state rights and fair representation. He warned that the process could result in Tamil Nadu losing up to eight Lok Sabha seats from its current 39, which would reduce the state’s voice in national policymaking.

“Our voices in Parliament will be silenced. Our rights will be compromised. This is nothing short of a deliberate attempt to undermine certain states,” Stalin stated.

Multi-State Participation in the Chennai Meeting

The upcoming joint action meeting in Chennai will bring together leaders from seven states, including Odisha, Punjab, and West Bengal. Stalin described this as a historic movement that could reshape the country’s political landscape. The meeting aims to unite regional parties and state leaders to push for a fairer delimitation process that does not penalize states for successfully implementing population control measures.

Tamil Nadu’s All-Party Meeting and Growing Support

Earlier this month, Tamil Nadu held an all-party meeting on delimitation, which Stalin called a “landmark moment” in the fight for fair representation. Following the meeting, Tamil Nadu’s MPs and ministers engaged with leaders from other affected states to build momentum for a national movement.

“What started as Tamil Nadu’s initiative has now grown into a national movement, with states across India joining hands to demand fair representation,” Stalin stated.

The Road Ahead: Political Implications

The delimitation process is expected to be a highly contentious issue ahead of the 2024 General Elections and the 2026 delimitation exercise. Southern states, which have implemented population control policies effectively, argue that they should not be penalized for their progress. Meanwhile, northern states with higher population growth stand to gain additional seats, leading to a potential shift in political power.

With growing opposition from multiple states, the debate over fair representation in Parliament is set to become a major national issue in the coming years.
